To qualify for the GS-09, You must have one year of specialized experience equivalent to the GS-07. Examples of specialized experience may include: working with various natural resources programs such as cultural resources or threatened and endangered species; developing National Environmental Policy Act (NEPA) or other environmental documents; implementing policy or regulations in the development of NEPA or other environmental documents; and communicating efficiently through writing or public speaking to address environmental analysis or land use planning.
OR a Master's Degree or equivalent or have 2 full years of progressively higher level graduate education leading to such a degree or a LL.B. or J.D., if directly related to P&EC.
OR an equivalent combination of the type and level of experience and education described above.

Examples of specialized experience may include: Leading a team of interdisciplinary resource specialists while overseeing and tracking multiple projects; Reviewing documents and provide training and feedback to team members on compliance with Federal Land Policy and Management Act (FLPMA) and the National Environmental Policy Act (NEPA); Working with other agencies to accomplish organizational objectives.
OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related field of study

Duties
- Duties listed are at the full performance level.
- Plans, leads/supervises, coordinates and implements resource management planning activities in the field. Ensures that RMP/EIS documentation meets prescribed quality standards.
- Follows the Federal Land Policy and Management Act (FLPMA), the National Environmental Policy Act (NEPA), the Council on Environmental Quality (CEQ) regulations, Secretarial Orders, and Departmental and Bureau guidelines.
- Assures adequate technical input of sufficient quality and quantity is provided by staff specialists.
- Plans, organizes, reviews and/or leads/supervises the preparation of planning documents including the pre-planning analysis, management situation analysis, RMPs, EIS preparation plan and draft and final EISs.
- Responsible for the review, completion and quality of documents. This involves guidance to the interdisciplinary team of specialists and establishing completion schedules, including typing, proofreading, editing, public reviews and comment periods.
