Summary

This position is located in the Engineering Service of the VA Hudson Valley Healthcare System - Castle Point location. The incumbent will be responsible for the overall maintenance of buildings and operation, and maintenance & repair of all utility systems. This responsibility includes the direct supervision of first line supervisors covering all phases of the building trades, with subordinate journeymen grades WG-8 thru 10.

Duties

Plans, coordinates, directs and oversees station level renovations. Plans, schedules and prioritizes the work assignments for periods of several months to a year and makes recommendations for long range, organizational and operational improvements. Inspects the various projects performed by assigned shops and recommends corrective action to possible problems and matters to be investigated to the Supervisory Engineer. Reviews construction projects to assure adherence to correct design and construction procedures. The planning responsibility assigned to the General Foreman entails the supervision of specialized work units, which must be included in all phases of planning. The incumbent submits manpower, tooling, and material requirements for projects on a five-year cycle. Budget requirements for each unit are identified and prepared on a three-year cycle. Planning for station-level projects and major items of maintenance and repair is done on a one to twelve month cycle for .each unit. Planning in those areas requires the incumbent to schedule work assignments, set deadlines, prepare budget estimates, identify manpower requirements, and ensure the rearrangement and availability of machinery and material to complete all planned projects.

The incumbent is assigned work as general policies and goals. The incumbent develops work methods and procedures, delineates tasks to unit foreman, establishes productivity levels and deadlines. monitors progress and evaluates completed product for content and timeliness.

The incumbent is responsible for seeing to the training needs for employees within his/her section to assure continued up-to-date operations where outside training is required. The incumbent will be assigned the development of training programs for upward mobility positions as they occur.

The incumbent will be assigned the development of projects. He/she will be required to develop and write the scope, requirements, and technical specifications and edit government specifications that apply. He/she will be required to provide technical assistance to the Planning and Design Section.

The incumbent will be responsible for the development and submission of all Service Contracts, as applied to areas under his control. Perform other duties as assigned.

Physical Requirements:
Work progress, inspections and supervision require regular and recurring physical exertion involving walking, standing, bending, climbing, etc. Management and administrative work is performed in a sedentary office environment.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.



Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.

The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced VA competitive service employees with selection priority over other candidates for competitive service vacancies. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
