Summary

The Technical Information Specialist position is located within the Minneapolis VA Health Care System (MVAHCS). The primary purpose of this position is to function as an "Information Scientist", and will lead, direct, manage, and integrate information resources throughout the MVAHCS and its 13 Community Based Outpatient Clinics (CBOCs). Will have independent responsibility and accountability for planning, designing, and overseeing the implementation of programs, projects in information science.

Major duties and responsibilities include:

Information Scientist - 50%

  • Directs and manages all aspects of the information science program, including strategic planning, marketing, quality management, budgeting and financial management, and space. Oversees the strategic vision, goals, services, resources, training, policies, and procedures of the Information Science Program.
  • Leads, directs, manages, and integrates new technologies available for clinical use and patient care, web-based and computer-based resources and mediums for specialized research access, and non-traditional methodologies which may be considered for adoption.
  • Research various clinical and administrative databases for business, legal and patient care applications. Research and recommends pharmaceutical databases to provide medication management and current evidence-based medication uses, including precedent-setting matters such as off label uses. Researches and recommends medical databases to provide current evidence-based guidance on medical management of acute and chronic medical conditions.

Consultant & Educator - 25%

  • Serves as the resident expert in information science with regards to accessing specialized research, research organization, indexing, reference, and instruction as well as knowledge management.
  • Acts as an expert consultant for clinical staff when new, advanced, or complex information resources are required to make a clinical decision on patient care.

Contract and Financial Management - 25%

  • Serves as a Contracting Officer's Representative (COR) for contracts and oversees administration of all contracts for the Education Service Line, including but not limited to contracts for information databases, software, platforms, infrastructure services, simulated patients, educator resources, and continuing education services.
  • Exercises full authority and oversight of an annual information science budget.

Full-Time, Monday - Friday, 8:00am - 4:30pm

Qualifications

To qualify for this position, applicants must meet the below requirements.

Basic Requirements:



Education: A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled.

or

Experience: Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

A combination of education and experience as described above.

In addition to meeting the Basic Requirements shown above you must also meet the following qualifications.

Specialized Experience (GS-13): You must have one (1) year of specialized experience equivalent to the next lower grade (GS-12) in the Federal service, that equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes synthesizing data to provide evidence based recommendations to clinicians and other healthcare staff, and serving as the principal architect (with medical library knowledge) of health science information resources throughout a health care system, may include health professions, learning and continuing education, staff education, and workforce development; processing of information science and the organization of work to review work systems/processes, identify, analyze, and recommend solutions to problems.

IMPORTANT:
A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
The work is mainly sedentary, requiring the use of a computer. The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying.
