POSITION OVERVIEW

This position is in the consolidated Facilities & Budget Division of the U.S. District Court and the U.S. Probation and Pretrial Services Office.

The Procurement Specialist performs and coordinates administrative, technical, and professional work to ensure the court has the supplies, equipment, services, and furnishings required for optimal functionality. Additionally, the incumbent assists with other department activities in a customer service and team focused environment.

*The salary listed reflects the expected initial salary range for the position. The full salary range is $55,182 - $98,537.

REPRESENTATIVE DUTIES

  • Procure supplies, equipment, services, and furnishings from government and non-government sources through competitive bids, new contracts, or existing contracts. 
  • Assess requests for goods and services; ensure they are allowable under applicable policies; verify funding availability. 
  • Research and evaluate suppliers; prepare specifications, solicitations, and requests for quotes/proposals. 
  • Obtain and review bids, quotes, and proposals from vendors; review evaluations with requesters and subject matter experts.
  • Negotiate with vendors for the best price.
  • Evaluate and monitor contract performance to ensure compliance; clarify contract requirements and resolve any conflicts. 
  • Review, verify, and process purchase orders and invoices.
  • Identify and maintain lists of vendors for goods and services. 
  • Utilize an automated system to track projects, purchases, and facility issues.
  • Adhere to the Guide to Judiciary Policy, internal control procedures, and other relevant guidelines.
  • Complete initial and ongoing training for Contracting Officer Certification Program levels 1, 2, and 3.
  • Provide procurement information for internal, cyclical, and ad hoc audits.
  • Assist with activities such as responding to building issues, escorting vendors, moving furniture and equipment, event setups/teardowns, and driving government vehicles as needed.
  • Perform other duties as assigned.

QUALIFICATIONS

  • Three years of general experience and two years of specialized experience. General experience is progressively responsible work that indicates the possession of, or the ability to acquire, the knowledge and skills needed to perform the duties of the position. Specialized experience is progressively responsible administrative, technical, and professional experience that is closely related to procurement activities, regulations, and terminology.
  • High school graduate or equivalent. 

PREFERRED QUALIFICATIONS

  • Three years of experience in public sector procurement
  • Experience with automated financial and procurement management systems
  • Bachelor’s degree in a related field

SKILLS AND ABILITIES

  • Strong customer service skills
  • Well-developed organizational and time management skills
  • Proficiency with Microsoft 365 (specifically Excel, Word, Outlook, and Teams)
  • Establish and maintain effective working relationships with internal and external customers
  • Manage various priorities in an often fast-paced environment
  • Quickly adapt to change and maintain flexibility
  • Effectively communicate (verbal and written) with a wide variety of individuals
  • Work independently along with participating in a team environment
  • Lift up to 50 pounds
  • Valid driver license with acceptable driving record

The initial appointment to this position is provisional pending the successful completion of required background checks and/or investigations. The U.S. District Court is a drug-free workplace and the applicant selected will be required to participate in a drug screening test prior to employment.

The position is subject to the mandatory electronic fund transfer (EFT) participation for payment of net pay (i.e., direct deposit).

All promotions are subject to Administrative Office of the U.S. Courts approval.

Non-citizens may be interviewed and considered for employment, but employment offers will only be made to individuals who qualify under one of the exceptions in 8 U.S.C. §1324b(a)(3)(B). In most cases, this means that an offer of employment cannot be made unless the candidate is a lawful permanent resident who is seeking U.S. citizenship as explained below. Under 8 U.S.C. §1324b(a)(3)(B), a lawful permanent resident seeking citizenship may not apply for citizenship until he or she has been a permanent resident for at least five years (three years if seeking naturalization as a spouse of a citizen), at which point he or she must apply for citizenship within six months of becoming eligible, and must complete the process within two years of applying (unless there is a delay caused by the processors of the application). Non-citizens who have not been permanent residents for five years will be required to execute an affidavit that they intend to apply for citizenship when they become eligible to do so.
