What are the responsibilities and job description for the Park Ranger. position at U.S. Fish and Wildlife Service (USFWS)?

Duties

As the Supervisory Park Ranger, your duties will include but are not limited to the following:

  • Develop, manage, and maintain a high-quality visitor services program on a national wildlife refuge.
  • Coordinate with refuge staff to measure impacts of visitor use on wildlife/habitat; develop, conduct, and analyze visitor use surveys and studies; minimize conflicts between the refuge's visitor use and wildlife and management goals, recommending program changes as needed.
  • Serve as the primary refuge media contact. Develop, coordinate, and implement refuge outreach activities and communication plans. Participate in public meetings/hearings and Congressional briefings.
  • Serve as refuge liaison with community organizations and interest groups ensuring cooperative working relationships.
  • Interpret and implement visitor services policy and legislation on the refuge. Develop refuge specific policy, procedures, programs and operating systems which reflect national and regional policy.
  • Supervise a visitor services staff. Plan and assign work; advise, counsel, or instruct employees; develop performance standards and evaluate work performance.

  • Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period, will be required to serve a one-year supervisory/managerial probationary period for this position.

Qualifications

Only experience and education obtained by 06/07/2024 will be considered.

In order to qualify for this position, you must possess the Minimum Qualification.

At least one year of full-time specialized experience comparable in difficulty and responsibility equivalent to the next lower grade level (GS-11) in the Federal government that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position. Such experience would include: planning, administering, and managing visitor services activities; creating and implementing new recreational and/or educational opportunities, programs and services for visitors: ensuring that visitor facilities and programs meet all regulatory requirements (safety, accessibility, historical preservation, etc.) and programmatic goals and objectives; managing a program budget and ensuring proper use of funds; and developing and maintaining cooperative relationships with the general public, educational institutions, non-profit organizations, and governmental agencies to promote the programs/services of a park/refuge and/or to partner on collaborative projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

i. Area of Consideration.

ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.

iii. Time after competitive appointment as specified in 5 CFR 330.502.

iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures.
