Qualifications:

In addition to the Basic Requirements for this position, applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: The employee is responsible for the review of contracts and contracting actions for a variety of supply, service, and/or construction contracts; for the development of guidance material; and for providing technical advice to management and contracting officers at an activity procuring a wide variety of items, the most complex of which include extensive negotiations involving cost or pricing data and special or unusual contract terms. Reviews and evaluates various periodic and-routine contractual actions submitted by the contractor in accordance with contractual agreements and existing regulatory directives. Evaluates and negotiates modifications to all contracts. Evaluates man-hour estimates and cost of proposed contracts.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

MAJOR DUTIES:
Contract Award - The employee is responsible for the review of contracts and contracting actions for a variety of supply, service, and/or construction contracts; for the development of guidance material; and for providing technical advice to management and contracting officers at an activity procuring a wide variety of items, the most complex of which include extensive negotiations involving cost or pricing data and special or unusual contract terms. Assists in pre-award actions by reviewing and evaluating contractor proposals, cost and man-hour estimates for services, project's needs, etc., for validity in comparison to historical data. Attends post-award conferences, if necessary, to discuss schedules and contract execution plans. Interfaces with support personnel on issues involving contractors. Assigns contractor officer representatives (COR) and contractor officer technical representatives (COTR) in writing. Monitors and independently reviews contractor performance, using established contracting procedures, through an assessment of a variety of contracting actions encountered throughout the pre-award and/or post-award phases of the contracting process.

Contract Administration - Reviews and evaluates various periodic and-routine contractual actions submitted by the contractor in accordance with contractual agreements existing regulatory directives. Advises on technical and administrative soundness of actions. Analyzes and recommends allowability of costs and exercises controls necessary to protect the government during various phases of the contract. Participates in conferences with the contractor concerning matters which develop during administration and performance of a contract including provisional billing rates and analyzing the obligations of the contractor and the government as set forth in the contract. Evaluates requests for progress payments, analyzing money expended, material used, man-hours applied, quality and quantity of production, etc. Recommends corrective action (which may include revision of contract) when relationship in money expended to service provided is found to deviate excessively from that programmed and when quality drops from what's detailed in the contract. Plans and advises on procurement actions with requesting offices. Interprets procurement regulations and policies for USMC procurement activity. Reviews pertinent contractor procedures for both services and material use contracts, e.g., purchasing system, cost accounting system, quality program requirements, property administration, etc., for adequacy and compliance with laws and regulations governing the acquisition process and the contract requirements.

Works closely with DCAA, AAA, and GAO representatives during their visits. Assists in the performance of technical reviews, audits and negotiations for all assigned contracts or potential contracts by HQ, PMs, etc. Writes reports and recommends corrective action. Participates in resolving disputes which fall within the purview of the dispute clause for the contract. Determines need for and collects, analyzes and compiles data for MARFORCYBER. Provides interpretation and recommendations of result determinations are made in disputed cases.

Proposal Evaluation and Billing - Evaluates and negotiates modifications to all contracts. Evaluates man-hour estimates and cost of proposed contracts. Monitors purchase requests for need and compliance with acquisition regulations. Monitors status of all modifications and reviews recommendations to de-obligate funds. Provides administrative and technical guidance in the areas of oversight and verification of the contractor accounting practices and costs associate government contracts. Sets priorities and reviews contracts products.
