Summary
Marine Corps Community Services (MCCS) is looking for the best and brightest to manage a NAF Personnel Program aboard Marine Corps Base Hawaii. As a Human Resources (HR) Business Partner, this position is responsible for administering an effective HR program. This includes staffing, position classification, labor relations, employee relations, employee development and training, equal employment opportunity, benefit administration, workers' compensation, unemployment, suitability/security investigations, Drug Free Workplace, Medical Surveillance and Industrial Hygiene and Safety, policies and procedures, and other ancillary programs.

Duties
Manage a NAF Personnel Program aboard Marine Corps Base Hawaii. Administer an effective HR program, including:
1. Staffing (recruitment and placement)
2. Position classification (pay band, crafts and trades, child care schedules or comparable foreign national classification) and pay administration
3. Labor relations
4. Employee relations (performance evaluation, business-based actions, discipline, incentive awards)
5. Employee development and training
6. NAF equal employment opportunity
7. Benefit, retirement, leave administration, APF/NAF DoD transfers, USERRA, military buy-back
8. Workers' compensation
9. Unemployment
10. Suitability/security investigations for NACI, CNACI, and ANACI clearances
11. Drug Free Workplace
12. Medical Surveillance and Industrial Hygiene and Safety
13. Policies and procedures, both locally and command-wide
14. Other ancillary programs such as APF personnel actions, Marine Online (MOL), At-Hoc notification system, Risk Management Information System, plus the full range of related clerical and administrative tasks in administering personnel records and reports.
Requirements
Bachelor's degree from an accredited college or university in a field appropriate to the work of the position AND four years of managerial/supervisory experience in more than one personnel management functional specialty, preferably NAF personnel, demonstrating an ability to plan, organize, and direct a comprehensive human resources program operation. Or, an appropriate combination of education and experience which demonstrates possession of knowledge and skill equivalent to that gained in the above. Must have in-depth knowledge of overall personnel management practices and strong skills in negotiations.
