Duties
Responsible for managing a NAF Personnel Program aboard Marine Corps Base Hawaii. As a Human Resources ( HR) Business Partner with all directors and programs which fall under the command, this position is responsible for administering an effective HR program to include the following scope of technical human resources functions such as (1) staffing (recruitment and placement); (2) position classification (pay band, crafts and trades, child care schedules or comparable foreign national classification) and pay administration; (3) labor relations; (4) employee relations (performance evaluation, business-based actions, discipline, incentive awards); (5) employee development and training; (6) NAF equal employment opportunity; (7) benefit, retirement, leave administration, APF/NAF DoD transfers, USERRA, military buy-back; (8) workers' compensation; (9) unemployment; (10) suitability/security investigations for NACI, CNACI, and ANACI clearances; (11) Drug Free Workplace; (12) Medical Surveillance and Industrial Hygiene and Safety; (13) policies and procedures, both locally and command-wide; and (14) and other ancillary programs such as APF personnel actions, Marine Online (MOL), At-Hoc notification system, Risk Management Information
System, plus the full range of related clerical and administrative tasks in administering personnel records and reports. Supervises a staff of human resources technicians and specialists in support of all command HR functions and coordinates implementation of headquarters policies and procedures. Counsels and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave, and personnel actions. May serve as the Approving Official (AO) for the NAF credit card purchase program.
Provides organizational support as the HR Business Partner advisor to senior level executives and managerial officials in planning and executing transformation human resources programs, labor relations strategies, and total quality leadership policies and procedures. Participates on various internal and external advisory boards, providing guidance on the impact of planned MCCS operational actions on human resources programs. Creates community and national partnerships in support of recruiting and sustaining a diverse workforce.
Typically services a NAF staff of over 1000 employees (U.S. NAF program and/or direct or indirect hire foreign national personnel in a foreign area, contingent workers, APF personnel, etc.). Technical personnel functions performed involve the full breadth of tasks associated with the function, e.g., classification of unique pay band positions and crafts and trades not covered by standardized position descriptions; advisory services to management in reorganizing position structures; active involvement in developing labor relations strategies and on-going consultations and negotiations with union officials; etc. Oversees training programs both developed from MCCS NAF and trainings developed locally. ·

EVALUATIONS:
Qualifications
Bachelor's degree from an accredited college or university in or a related field appropriate to the work of the position AND four years of managerial/supervisory experience in more than one personnel management functional specialty, preferably NAF personnel, demonstrating an ability to plan, organize, and direct a comprehensive human resources program operation, OR an appropriate combination of education and experience which demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience which demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.
Must have in depth knowledge of overall personnel management practices and strong skills in negotiations. Knowledge and experience in an enterprise-wide Human Resources Management System (HRMS) platform. Must have effective writing and oral presentation skills and ability to communicate with all levels.
This is a white-collar position where occasional lifting up to 20 lbs. may be required.
