Summary
In the absence of the Human Resources (HR) Manager, is responsible for all HR duties and responsibilities as assigned by the Chancellor and or Vice Chancellor of Administrative Affairs.
Duties & Responsibilities :

- Advise Faculty and Management on recruitment policies and procedures, including the most appropriate method of hiring and compensating employees and analyzing, valuating and recommending classification action for positions to be established for vacant positions
- Prepare and review all required forms and Positions Descriptions (PD) for appropriate Duties and Responsibilities (D&R)
- Review and evaluate position advertisements to ensure conformance to established minimum and desirable qualifications, D&R, salary, position title and appropriate position title and format
- Assist Faculty and Management to ensure that PD on file are current, appropriate and comply with existing guidelines and practices
- Prepares and processes payment documents and payroll adjustments in accordance with University policies and procedures.
- Maintains a computerized personnel payroll database system and updates the current system used by Human Resources
- Assists Supervisor with implementing internal control procedures to provide statistical data and activities to improve efficiency of operations.
- Reviews organizational charts and functional statements to identify program needs and requirements in assessing classification actions.
- Assists Supervisor in maintaining position control of all appropriated positions for the campus(includes tracking and monitoring of reallocations, status of positions and respective incumbents, position numbers and funding sources)
- Assist with vacancy report, staffing plan and other personnel related reports
- Assists with auditing Administrative, Professional &Technical (APT) Employees on-line Special Compensation Adjustments and on hiring above the designated new hire procedures
- Assists with Employee's Union Trust Fund (EUTF) annual open enrollment
- Assists with training staff on personnel document preparation procedures and other personnel related training (onboarding and offboarding).
- Responsible for Campus Student employment program (SECE); Supervises student help and coordinates their work assignments.
- Interprets union contractual provisions, University and Board policies, State and Federal rules and regulations.
- Prepares, audits and coordinates all personnel actions which include establishing and abolishing of positions, new appointments, salary changes, leave with or without pay, and separations.
- Reviews select position classification requests to meet and conform to established specification requirements
- Assist with all aspects of the campus recruitment process
- Responsible for new employee orientation
- Responsible for coordinating and conducting yearly informational sessions for employees regarding their benefits.
- Assists the Campus HR Manager in the provision of the College's HR services and support.
- Provides technical support service and quality assurance of Board of Regent (BOR) recruitment to include conformity with established guidelines, proper formatting and on-line recruitment posting by working with supervisors and support staff.
- Manages the seniority ranking of civil service employees; temporary assignments and emergency hires, transfers, civil service lists and list of unskilled laborer registration.
- Assists with the management of the day-to-day operations of the College's (HR) administrative support services.
- Provides operational guidance, task assignments and timelines to HR staff needed to meet the College's personnel requirements and ensures HR Manager is aware of operational needs and concerns.
- Assists with managing operational matters relating to personnel services provision, compensation, benefits, considerations and transactions (e.g., promotions, awards) and supportive services (e.g., retirement) for qualified College employees.
- Assists with the management of processing civil service appointments in accordance with established University, civil service rules and regulations and online recruitment system.
- Coordinates the College's workers' compensation and temporary disability programs.
- Assists with the reporting, investigation, processing and management of all aspects of the workers' compensation and temporary disability programs
- Assist with annual Occupational, Safety & Health Administration (OSHA) Report
- Assist in conducting program review of College HR program review
- Conduct investigations regarding Equal Employment / Affirmative Action (EEO / AA), discipline, Sexual Harassment or other employee related investigations.
