The United States Postal Service is seeking an outstanding attorney to join its Procurement & Property Law team. This position will be domiciled in Washington, DC and is eligible for telework up to three days per week.

Qualifications:

With respect to requirements 1 and 3 below, the successful candidate's role in litigation will be to support primary litigation attorneys.
  1. Ability to prepare pretrial briefs, motions, pleadings, responses, and other documents to present the issues independently with little or no direct supervision.
  2. Ability to provide legal advice and services with respect to regulations, practices, or other legal matters, and formulate opinions involving the analysis and interpretation of federal, state and local laws.
  3. Ability to litigate cases before administrative bodies and federal courts.
  4. Ability to communicate orally and in writing to include the ability to negotiate with third parties on behalf of clients and prepare legal documents and presentations.
  5. Ability to conduct legal research to gather and interpret information and ensure accuracy of details; using resources such as internal and external documents, archives, electronic databases, and interviews.
  6. EDUCATION REQUIREMENT: To be eligible for the Attorney position, you must possess a Juris Doctor from an American Bar Association accredited law school.
  7. SPECIAL CONDITION: Qualified applicants must be a current member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
  8. EXPERIENCE REQUIREMENT: The applicant must have at least five years of experience as an environmental lawyer (resolving disputes with regulatory agencies and state and local governments), of which one year of the experience requirement may be met through the completion of a judicial clerkship. The clerkship must be documented in the applicant's resume.
Qualified applicant must successfully pass a drug screening.

Responsibilities:

The successful candidate will be the lead environmental attorney for the United States Postal Service, responsible for providing legal advice to postal executives and environmental professional staff on all aspects of the Postal Service's nationwide environmental sustainability programs, such as facility energy conservation and environmental compliance and risk management and on significant procurements, such as the replacement and electrification of the Postal Service's delivery fleet. In addition, the successful candidate will work closely with real estate attorneys and provide advice to Facilities management on environmental issues that arise in various real estate transactions for a portfolio of over 30,000 properties, including leases, sales, purchases, renovations, and abatements.

As lead environmental counsel, the successful candidate will be responsible for day-to-day advice to clients on environmental laws that are applicable to the Postal Service, such as the Clean Air Act; Clean Water Act; Comprehensive Environmental Response, Compensation, and Liability Act, National Environmental Policy Act, the Resource Conservation and Recovery Act, and applicable state and local laws. Candidates should demonstrate an ability to work independently on multiple projects.

The applicant should have knowledge of major environmental laws such as the National Environmental Policy Act, Clean Water Act, Clean Air Act, CERCLA, and RCRA, as well as sustainability practices, including matters such as alternative fuel vehicles, recycling and e-waste, and energy efficient buildings.

The applicant should have experience with environmental legal issues relating to transactions and asset management, such as environmental due diligence, negotiating environmental provisions in real estate documents, underground storage tank compliance, environmental remediation, hazardous materials management, and storm water management.

Responsibilities
  1. Conducts legal research and prepares written material for use in representing the Postal Service and advising postal management officials.
  2. Participates in conferences necessary to representing or advising Postal Service officials.
  3. Directly advises postal management officials and represents the Postal Service in legal matters involving outside parties.
  4. Prepares replies to inquiries from Congress, government agencies, and the public.
  5. Prepares opinions, memoranda, decisions, regulations, testimonies, or formal filings in proceedings in which the Postal Service is a party.
