Description of Position:

Program Analyst in the USSPACECOM Capability and Resource Integration Directorate, Combat Power Division, Orbital Warfare Branch. Establish requirements and advocate for capabilities related to orbital warfare. Supports system allocation, gap analysis, modernization, force management and analysis. Integrates, coordinates, prioritizes, and advocates for USSPACECOM capability requirements. Integrates future concepts, mission capability needs, weapon systems development, support for emerging technologies, and command and control architecture.


Position Duties/Responsibilities:

  • Applies knowledge and experience of space and capability development to define USSPACECOM orbital warfare requirements and advocate for capabilities. Analyzes and evaluates substantive program operations, effectiveness, and cost efficiency. Integrates with associated modeling and simulation, planning, strategy development, concept development, and tactics.
  • Documents planning and programming decisions/recommendations using appropriate processes and formats to meet USSPACECOM and Joint Capabilities Integration and Development System (JCIDS) requirements. Identifies non-standard or emerging operational requirements, assesses impact on assigned programs, and develops recommendations. Coordinates with appropriate staff offices to ensure that all major areas of concern are covered by planning and programming documents.
  • Prepares and delivers oral presentations with other offices and organizations to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s). Develops and prepares a variety of written products for senior leader approval and to convey essential information to varied audiences.
  • Organizes studies and projects and negotiates effectively with management to accept and implement recommendations, where proposals involve substantial resources and require extensive changes in established concepts and procedures. Maintains good working relationships.


Key Skills & Abilities:

  • Knowledge of orbital warfare required
  • Knowledge of the military capability development process desired
  • Ability to communicate effectively both orally and in writing; ability to negotiate complex issues and maintain good working relationships
  • Knowledge of military command relationships—including between the Joint Staff, military departments, armed services, combatant commands, and component commands—required


Qualification Requirements:

  • One year of experience at the next lower broadband/grade level (or equivalent) in performing the above duties.
  • Education Requirements: Aerospace engineering, physics or other technical science degree preferred
  • Certifications: Not Applicable


Conditions of Employment:

  • Must be a U.S. Citizen
  • Must be able to obtain and maintain a Top Secret/SCI Security Clearance
  • Position requires drug testing
  • Occasional travel away from the regular duty location may be required.
  • May be required to work irregular duty hours including evenings, weekends, and/or holidays.
