What are the responsibilities and job description for the Energy Manager position at UC Davis Health System?
Under the general direction of the Director of Plant Operations & Maintenance, assist in the overall management and development of UC Davis Health energy and water (utility) activities and related policies and proposals. Plan, regulate and monitor utility use throughout the organization to provide leadership and guidance in developing and implementing utility efficiency action plans. Understand and leverage utility energy efficiency rebate and incentive programs to ensure UC Davis Health seeks all financial opportunities and lowers utility usage and costs through efficiency. Duties include identification of projects, administration and submittal of all utility incentive applications, lead technical advisor through project delivery and preparation and analysis of measurement and verifications data along with final utility close out paperwork. This position is the first point of contact for UC Davis Health staff utility conservation and data requests in support of multiple organization-wide water reduction and climate change initiatives, including annual certification of greenhouse gas emissions. Automates data collection and record keeping procedures for utilities management purposes. Establish and maintain an effective communication strategy; develop and coordinate inter-relationships with other departments and outside agencies. Establish goals and metrics for measuring utility strategies and conservation practices. Provide supervisory oversight of utility conservation initiatives.

Minimum Qualifications

- Certified Energy Manager (CEM) Certificate
- Extensive professional technical experience in energy and / or utility management, engineering or equivalent experience in developing and implementing resource efficiency.
- Experience commissioning and retro-commissioning buildings to ensure efficient operation.
- Experience and knowledge of Building Automation Systems (BAS).
- Project management experience and / or skills to deliver projects on time, in budget, and within scope; experience performing feasibility studies and life cycle cost analysis.
- Experience compiling and analyzing utility consumption and weather data to support environmental compliance and new programs.
- Experience in the use of Windows / Microsoft based programs.
- Knowledge of applicable laws, regulations, policies and industry standards pertaining to energy and related environmental compliance.
- Analytical and financial skills with the understanding of electrical utility rate structure, tariffs, and energy accounting to review energy performance and spending metrics to reduce energy and utility spending waste.
- Knowledge of standards in the industry to establish goals and metrics to support energy strategies and conservation practices.
- Excellent technical and non-technical writing ability
- Organized and detail orientated with the ability to think critically
- Skills to analyze and resolve complex engineering problems

The Plant Operations & Maintenance (PO&M) Department is a 24 hour, seven day a week operation responsible for the operation, repair and maintenance of buildings, systems, and grounds at the UC Davis Health System that includes 148 acres and structures that total 4 million GMSF. Plant Operations & Maintenance is one of the largest operations and maintenance support providers to clinical, administrative, research, SOM and SON departments throughout the Health System. UC Davis Health System is one of several UC campuses that have their own cogeneration, central power plants. Cogeneration (Combined Heat and Power or CHP) is the simultaneous production of electricity and heat, both of which are used throughout the Medical Center Campus and is supported by Plant Operations & Maintenance 24x7x365.
