Position Title:           Capacity Building Project Manager

 

Department:             Violence Prevention

 

Direct Reports:         Capacity Building Project Director

 

Position Summary:

 

The Capacity Building Project Manager will oversee the implementation of capacity-building initiatives for community-based organizations (CBOs) within the GASC Capacity Building Network for Community Safety. This role will ensure that technical assistance, training, and resource development efforts are aligned with program goals and funding requirements. The Project Manager will support program evaluation, coordinate service delivery, and work closely with CBOs to enhance their ability to implement Community Violence Intervention (CVI) and violence prevention strategies.

 

Essential Functions and Responsibilities:

  • Program Management & Service Delivery
  • Oversee the daily operations of the GASC Capacity Building Network for Community Safety, ensuring compliance with grant requirements.
  • Support the execution of technical assistance, training, and organizational development initiatives for CBOs.
  • Work collaboratively with community partners, stakeholders, and program teams to implement evidence-based violence prevention strategies.
  • Identify and coordinate capacity-building resources, including workshops, consulting services, and professional development opportunities.
  • Track Key Performance Indicators (KPIs) to measure the effectiveness of capacity-building activities.
  • Maintain detailed program records, including training participation, organizational assessments, and technical assistance logs.
  • Ensure project milestones are met, and proactively address challenges and risks.
  • Conduct ongoing assessments of CBO needs and recommend targeted interventions to strengthen service delivery.
  • Support the data collection and analysis process to measure program impact and inform best practices.
  • Ensure program activities align with trauma-informed care principles and equity-driven approaches.
  • Work closely with the Capacity Building Project Director to develop implementation plans and timelines.
  • Operational & Contractual Oversight

 

  • Ensure program implementation adheres to the Illinois Criminal Justice Information Authority (ICJIA) funding guidelines and reporting requirements.
  • Manage project budgets, financial planning, and compliance to ensure responsible use of grant funds.
  • Oversee contract negotiations and partnership agreements with external service providers, consultants, and stakeholders.
  • Develop performance metrics and reporting frameworks to assess program impact and effectiveness.

 

Community Engagement & Partnerships

  • Build and maintain strong relationships with CBOs, government agencies, and local stakeholders.
  • Facilitate regular engagement meetings to assess the needs and priorities of community organizations.
  • Represent UCAN North Lawndale at community events, workshops, and public forums related to violence prevention.
  • Act as a liaison between CBOs and technical assistance providers to ensure responsive support services.
  • Promote collaboration and information-sharing between community partners to improve service coordination.

Training & Organizational Development

  • Work with subject matter experts to develop and deliver training sessions, workshops, and webinars for CBOs.
  • Facilitate peer-learning networks and capacity-building cohorts to encourage knowledge exchange among organizations.
  • Develop and distribute guidance materials, toolkits, and best practice resources to strengthen CBOs' operational capacity.
  • Provide one-on-one coaching and consultation to CBOs on program development, data management, and sustainability planning.
  • Support efforts to integrate violence prevention research and innovative practices into community programs.

 

Monitoring, Evaluation & Compliance

  • Support performance measurement efforts to ensure program activities meet funder expectations.
  • Work with the Data Analyst to collect and analyze programmatic data for reporting purposes.
  • Assist in the preparation of quarterly and annual reports for internal and external stakeholders.
  • Identify continuous improvement opportunities to enhance the impact of capacity-building initiatives.
  • Ensure adherence to funding regulations, compliance standards, and reporting requirements.

Developing and Leading Employees

  • Supervise and support Capacity Building Project Coordinators, providing guidance on project execution.
  • Foster a collaborative, high-performance work environment.
  • Provide coaching, training, and professional development opportunities for staff.
  • Conduct regular performance evaluations and ensure accountability for key deliverables.
  • Quality & Accountability
  • Utilize UCAN’s AAA processes to ensure high-quality service delivery.
  • Ensure that all grant and contract performance requirements are met.
  • Adhere to COA standards, Illinois DCFS licensing regulations, CPS/ISBE policies, and Medicaid procedures.

 

Team Leadership & Supervision

  • Directly supervise Capacity Building Project Coordinators, and Support Staff to ensure program goals are met.
  • Establish and maintain a high-performance work culture, fostering collaboration and professional development.
  • Set performance objectives, monitor progress, and provide ongoing feedback and coaching.

 

Stakeholder Engagement & Community Partnerships

  • Develop and maintain relationships with key stakeholders, including nonprofit organizations, government agencies, funders, and advocacy groups.
  • Represent UCAN North Lawndale in meetings, conferences, and advisory boards to promote the initiative’s objectives.
  • Advocate for policies and funding mechanisms that support community-based violence intervention and prevention strategies.

 

Evaluation & Reporting

  • Lead program assessment efforts, including the collection and analysis of quantitative and qualitative data.
  • Produce reports, case studies, and impact assessments for funders and stakeholders.
  • Work with external evaluators and research partners to measure program effectiveness and outcomes.

 

Monitoring Service Delivery

  • Assist with the execution of the development department’s strategy to ensure program compliance and each of the Key Program Indicators are met.
  • Responsible for assisting with the development and fiscal monitoring of approve budgets and operations to ensure compliance.
  • Assist with the recruitment and sourcing for qualified candidates for employment opportunities projects.
  • Report detailed status updates on leadership and executive team.
  • Work with leadership to set strategic goals and objectives for VIPS programs.Provide processes for monitoring performance and collaborating with programming teams to determine ways to improve.
  • Ensure that all projects are delivered on time, within scope and within budget.
  • Assist in the definition of project scope and objectives, involving all relevant internal stakeholders and ensuring technical feasibility.
  • Responsible for developing detailed project plans to monitor and track progress and ensure compliance.
  • Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques
  • Measure performance using appropriate project management tools and techniques.
  • Track project performance, specifically to analyze the successful completion of short and long-term goals.
  • Meet budgetary objectives and adjust project constraints based on financial analysis

 

Developing and Leading Employees

  • Orients and trains new employees according to program and department guidelines to ensure all new employees are ready and able to perform as necessary.
  • Make work assignments and provides appropriate level of direction.
  • Sets and evaluates clear and collaborative individual performance goals for employees.
  • Provides regular individual supervision and performance feedback to employees.
  • Coaches and mentors employee development around professional interests and career goals.
  • Completes meaningful Performance Reviews for all employees and submits as required.

 

Quality and Accountability

  • Uses UCAN AAA processes to ensure quality and accountability in the work done by team.
  • Ensures contract and/or funder performance requirements are met and reports results as necessary.
  • Follows all applicable regulatory standards, including but not limited to: COA standards, IDCFS licensing regulations, IDCFS policy and procedure, CPS/ISBE policy and procedure, and Medicaid procedures.

 

Networking and Team Building

 

  • Acts as a liaison.
  • Builds strong interpersonal relationships with team and among the team members
  • Facilitates regular and productive team meetings and encourages team member participation
  • Coordinates services with multiple UCAN programs to ensure appropriate services for clients and teamwork between programs

Education/Job Experience/Certification:

  • Bachelor’s degree in public administration, Social Work, Nonprofit Management, Criminal Justice, or a related field (or equivalent experience).
  • 5-10 years of experience in program management, nonprofit leadership, community development, or violence prevention.
  • Proven track record in managing large-scale government grants, particularly related to community safety and intervention.
  • Demonstrated ability to work with diverse populations and foster inclusive, equity-driven initiatives.
  • Experience supervising and leading teams, with strong leadership and mentorship capabilities.

Work Environment:   This position requires work off-site and in the community.

This position requires evening and weekend work hours
