The HCBS (Home and Community-Based Services) Program Supervisor is an important role responsible for the oversight, support, and development of Direct Care Workers (DCWs) within the HCBS program. This position ensures the delivery of high-quality care, adherence to best practices, and effective communication among all stakeholders. The HCBS Program Supervisor will play a critical role in staff supervision, training, scheduling, and liaising between families, staff, and management to ensure the seamless operation of the program. Essential Functions
- Oversee the performance of Direct Care Workers, providing regular coaching, constructive feedback, and ensuring compliance.
- Responsible for onboarding all newly hired DCW’s in conjunction with HR, includes scheduling for training certification. New system setup, login, orientation and set-up with HCBS Program Care Coordinator. Communicate regulated training and certificates with Adult Programs Support Specialist.
- Trains Direct Care Workers on department procedures, Ensures compliance of agency and regulatory requirements for training and monitoring.
- Manage training scheduling, certifications, and internal tracking & system reporting for compliance for all DCW’s to ensure training requirements are met.
- In support of the adult program leadership, provide program support to meet the needs of the HCBS program.
- Attend expos, job fairs, and any other community events to share information about UCP adult programs.
- Must be able to provide own transportation to and from provider meetings and community engagements.
- Act as the primary point of contact between families, UCP, and direct care staff to ensure a high standard of service delivery and continuity of care.
- Report any concerns or issues raised by families or Direct Care Workers to the HCBS Program Manager in a timely manner.
- Handle disciplinary actions and resolve conflicts in accordance with UCP policies, involving the HCBS Program Manager, Vice President, and/or HR as needed.
- Oversee, Direct Care Workers’ schedules, ensuring shifts are covered and there is no GAP in service provision.
- Provide coverage to prevent a GAP in service for members.
- When notified of any staff or member health and safety issues/concerns immediately take action, report, and document any reported health and/or safety issues including but not limited to, basic first aid, serious injuries/illnesses, emergency situations, hospitalizations, and complete reports and notify appropriate personnel (Program Manager, Vice President, HR) as necessary.
- Report suspected or alleged abuse or neglect as required by UCP policy, DDD, and state law.
- As necessary, complete, process, and report incident/accident reports accurately, within timelines established in the agency, department, and DDD policies and procedures.
- Process timesheets into the software system and to payroll, ensuring that related documentation required is accurately completed, including signatures of DCWs and parent/guardian and processed to payroll within timelines.
- Verify and ensure that service authorizations are in place before scheduling DCWs.
- Process incident/accident reports accurately and within established timelines.
- Compile and submit reports as required by management and maintain eligibility tracking for bonus and wage structures.
- Adhere to all relevant state laws, DDD regulations, and UCP policies, including reporting suspected abuse or neglect.
- Maintain a thorough understanding of Arizona DDD regulations and procedures.

Education and Experience: Associate’s degree in Social Services or a related field and/or a minimum of 2 years of verifiable experience working with individuals who have developmental or physical disabilities. At least 2 years of supervisory experience is required.
Language Skills: Bilingual in Spanish is preferred but not required.
Knowledge: Comprehensive knowledge of Arizona DDD regulations and HCBS procedures.
Technical Skills: Proficiency in industry-standard and UCP time reporting software, along with strong organizational and planning skills.
Driving Requirement: For assignments that require the employee to drive a vehicle, have a valid state driver’s license, and meet the minimum requirements outlined in the company’s Transportation Policy.
Communication: Demonstrated ability to productively collaborate with clients, co-workers, external constituents, committees, and UCP leadership through verbal and written communication.
