What are the responsibilities and job description for the PAYROLL MANAGER position at UCP of Long Island?

We are currently seeking a Payroll Manager, whose essential functions include:
1. Supervise the entire payroll department including overseeing all functions.

2. Ensure bi-weekly payroll is ready for submission to Paycom on Wednesday and
returned to UCP the following day (Thursday), in time to be given out on
payday (Friday).
3. Deal effectively with Paycom management personnel.
4. Research payroll information which is not readily available
5. Respond to questions and solve problems as they arise
6. Create payroll reports for CFO and Controller
7. Assist in the preparation of bi-weekly payroll through Paycom system with all corresponding tasks and reporting
8. Mail Payments for Garnishees, TSAs, NYSUT Benefit Trust Fund etc.
9. Create Net Pay Register reports for positive pay and send over to TD Bank
10. Verify 403-B totals from the Paycom Transamerica wire report and submit
Control totals to Transamerica.
iii. Monthly
1. Prepare and process check requisitions, mail check and report for
medical insurance premiums for 1199 employees (National Benefit
Fund)
2. Prepare checks for union dues (NYSUT and 1199), political contributions
and insurance.
3. Create monthly payroll check register and manual check
reports from the Paycom database for the Staff Accountant
iv. Quarterly
1. Prepare quarterly reports and request payments for:
a. Disability insurance premium
v. Annually
1. Compute union and management raises
a. Change rates in the computer.
2. Compute group term life insurance premiums
a. Upload the report for GTL into Paycom at the end of the year.
3. Compute increases in NYSUT union dues at the beginning of the
school year.
4. Prepare and reconcile the end of the year reports and approve and
Distribute the W2s and 1099s.
5. Create year end adjustment payroll to include checks issued after the
last scheduled payroll and LTD, Car Allowance.
6. Create year end reports for CFO and Controller.
Educaton and Experience BA degree and 5-7 years of payroll experience with at least 3 years in a supervisory capacity
