The Financial Analyst manages the fiscal oversight of awards, including non-reverting State funds, during pre- and post-award phases, and provides support to NC Collaboratory award recipients at institutions across North Carolina.
In the pre-award phase, this position evaluates funding and budget proposals for compliance with department, institutional, and state requirements. Duties involve evaluating the accuracy of application materials, including scopes of work, recipient institution details, budget requests, and subcontractor documentation, and guiding recipients to address discrepancies and finalize submissions. Additionally, this position analyzes proposed budget revisions to ensure financial feasibility and regulatory compliance, assists in setting up funding sources, and maintaining program code reports.
In the post-award phase, the position monitors fund balances for department awards and programs to ensure proper allocation and compliance with funding guidelines. The Financial Analyst conducts audits, analyzes spending trends and forecasts, and recommends adjustments to avoid excess expenditure and ensure sufficient budget availability. The Financial Analyst also analyzes financial reports to assess allowability and recommends corrective actions when necessary. Other duties include reconciling awards and program codes, verifying financial transactions, and ensuring compliance with institutional, state, and federal requirements and laws regarding budgets and expenditures. The Financial Analyst also addresses compliance inquiries from award recipients and provides guidance on funding regulations. Additionally, the position assists with budget revisions, the grant and project closeout processes, and tracking budget transfers and invoices for award recipients, while evaluating the fiscal impact of program, policy, and rule changes.
Additionally, this position conducts risk assessments and presents solutions to leadership. The Financial Analyst responds to external audits, processes carryforward funds, tracks unspent funds, monitors award distribution, implements desk review procedures, and analyzes funding portfolios for reporting.
Through consultation and technical assistance, the Financial Analyst serves as a financial steward by ensuring transactions align with organizational policies and correct accounting practices, while collaborating with relevant stakeholders to maintain accuracy and compliance.
