Devil's Island & Little Sand Bay within Apostle National Lakeshore near Bayfield, WI
Overview: This project rehabilitates and stabilizes the marina waterfront system with the reconstruction of a historical boathouse.
Project Scope:
- Demolition of finger piers, timber piles, framing and decking, docks and internal boat docks.
- Breakwater demolition, removal of stone on breakwater and crib and rock removal and steel sheet pile removal
- Demolition and removal of submerged docks.
- Reinforcement of the Marina.
- Elevate breakwater height
- Remove and replace wooden viewing platform with new stairs and longer ramp.
- New dock concrete surfacing with a new roll-on/roll-off vehicle and vessel ramp tie-in at dock.
- Water conduit, concrete deck with pile-to-pile foundations in the interior of the marina docks.
- Minor grading to tie-in existing surfaces to proposed surfaces at the marina.
- Historical boat house will be constructed according to the architectural plans, with new and refurbished components, gravel path, concrete retaining wall alongside the boathouse to dock.
- Environmental protection is included at both locations of the project including but not limited to floating silt curtain surrounding the construction in the lake.
Qualification:
- Demonstrate a minimum of five (5) years of relevant construction and/or engineering work experience demonstrating knowledge and experience in construction management; project coordination and communication; applying and enforcing engineering codes, permit requirements and contract documents; inspection of construction work; performing schedule and cost breakdown estimating, analyses and negotiating; technical writing; etc.
- OSHA 30
- Ability to open and manipulate Primavera Project Planner (P3) and Microsoft (MS) Project schedules, or similar, and be proficient in Microsoft Word, Excel, Project and other commonly used software systems.
- Provide three (3) professional references per proposed CMR.
Experience:
- The CMR must demonstrate experience providing similar services for similar projects in similar locations:
- Provide descriptions of recent, relevant experience on projects involving similar scopes of work (building demolition, cast-in-place structural concrete, CMU walls, building reconstruction and associated utilities, projects with significant resource protection requirements, etc.) preferably in similar locations.
- Provide descriptions of recent, relevant experience working on projects with Federal Government Project Managers/CORs on processing change requests, requests for information, submittals, and field observation reports
- Ability to hike, walk or climb on uneven and challenging surfaces on a daily basis to observe contract performance. Ability to spend long periods of time outdoors in an undeveloped area.
- Ability to read, interpret and understand the Construction Contract, Plans and Specifications.
- Knowledge in construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, ability to inspect mock-ups.
- Ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals.
- Ability to define and document scope changes either required by the owner or a result of a differing site condition.
- Ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit.
- Ability to read and interpret the construction schedule to evaluate and document progress.
- Ability to evaluate payment requests as they relate to percentages/dollars/activities services received by the Government that can be paid for.

Requirements:Devil’s Island is only accessible by watercraft; it is expected that the CMR be capable and experienced with watercraft and have the necessary PPE for travel to and from the island. A campsite is available on Devils Island if the CMR wants to bring their own equipment and supplies. No utilities are available on the island except for a latrine.
Education: Minimum four-year bachelor’s degree in engineering, Construction Technology, Construction Management or other related field from an ABET accredited engineering college or university.
