Performs technical, administrative, and professional work while directing, planning, and organizing program specific components of day-to-day operations, customer service and logistics.
Performs supervisory duties such as: evaluating performance, reviewing and proposing disciplinary actions; interview and selection of applicants; providing career development; supporting and ensuring compliance with County policies. Provides staff with the necessary and up-to-date skills to deliver services.
Utilizes and creates various reports to track workloads and/or caseloads and determine job performance.
Interviews and recommends staff to hire. Leads and develops team members, through motivational coaching and implementation of an ongoing performance management process, including monitoring and evaluating staff’s activities and performance and completion of yearly evaluations.
Provides training for staff by coordinating resources or personally directing the development and training of to ensure that all team members are properly inducted, oriented and trained to meet ongoing business needs.
Helps ensure all required team member or program component licensures and training are maintained to meet compliance standards and sustain best practices.
Assists with facilitation, and sometimes leads process and workflow improvement activities and trainings, and ensures documentation of all supervised job functions.
Promotes a culture of information sharing and practices clear and open communications to ensure that staff members know what results are expected of them and that they are regularly and appropriately informed of all County, Agency, and Program matters of concern to them.
Assists Program Manager and/or Division Director with development, implementation, and management of the administrative foundation for areas of accountability, including policies, procedures, training platforms and reporting documentation.
Assists Program Manager and/or Division Director with determining, monitoring and managing budgets, staffing, and equipment needs including hiring, training, monitoring, scheduling, and evaluation, and ensures consistent and appropriate application of County HR policies.
Ensures that grant requirements and/or local, state, and federal policies, rules, regulations, and operational requirements are complied with and properly implemented for specific program area(s) of accountability.
Studies and understands all aspects of grants for specific program area(s) of accountability, including assisting with preparation and/or submittal of grant applications, managing and monitoring activities to ensure compliance, and, completing required reporting.
Responds to the activation of the County’s Emergency Operations Center (EOC) as appropriate when directed.
Represents the County, Human Services Agency, and program in a positive light by demonstrating the “Union County Way” of customer service with all staff, internal and external business partners, and customer by communicating in a timely, tactful, consistent manner, both with clear, accurate written information and verbally with poise, voice control and confidence.
Maintains an enthusiastic, self-starting approach to meet job responsibilities and accountabilities, while promoting a team environment and positive culture.

POSITION SPECIFIC FUNCTIONS:
HS: Business Operations – Accounting
Manages daily activities of accounts payable, accounts receivable, budget, and all county accounting operations for Human Services Department.
Manages all Human Service financial audits.
Assists staff in the management of various grants received from outside partners and ensures fiscal oversight of funds.
Assists with the preparation of the annual Human Services budget.
Responsible for overseeing the departmental processing of federal reimbursement revenues, such as FEMA.
Provides support to staff responsible for monitoring Community Support & Outreach, Public Health, Social Services, Human Services Administration, Veterans Services, and Transportation budgets.
Monitors and manages budget expenditures and revenues to ensure activities align with established budget.
Ensures compliance with local, state, and federal fiscal regulations and confidentiality requirements in operating and maintaining a variety of systems, records, and reports.
Compiles and completes the annual Medicaid Cost Settlement report for Public Health.
Reconciles quarterly Medicaid Separate Direct Payment for Local Health Department.
Oversees the balancing of key general ledger accounts.
Manages and reconciles multi-year funds associated with the Human Services Department.
Manages the annual Public Health Agreement Addendum by monitoring expenses to ensure compliance with allowable costs, managing budget amendments in coordination with annual budget, ensuring funding authorizations align with State’s budget, and completing monthly expenditure reports in accordance with State requirements.
Manages and verifies contract processing in terms of budgetary allowances.
Completes review of monthly DSS reports detailing spending trends.
Prepares and processes journal entries, budget amendments, and line-item transfers.
Monitors all encumbrances and processes annual budget rolls.
Reconciles Public Health revenue received through Aid-to-County data upload.
Creates standard operating procedures for work processes.
Monitors existing workflows.
Serves as liaison between Human Services Accounting Team and Union County Finance Office.
Monitors, updates, and complies with Internal Controls for Human Services Department as it relates to fiscal requirements.
Exhibits proficiency in understanding all finance and procurement policies to include cash handling, travel, per diem rates, invoice processing, P-cards, reimbursement, vehicle use, petty cash & change fund.
MINIMUM QUALIFICATIONS
Education and Experience:
Accounting
- Bachelor’s Degree from an accredited college or university with major coursework in accounting or related field and two (2) years of experience in government accounting and financial reporting including one (1) years of supervisory experience; or equivalent combination of education and experience.
Licenses or Certifications:
Must have a valid Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.
Special Requirements:
Applicable to Identified Human Services Positions Only: In order to perform work in this role, within (30) thirty days of employment you must provide immunization records, provide proof of immunity, or receive/start the required vaccination series, as applicable, along with complying with any necessary screenings, as required by the Union County Division of Public Health and its Healthcare Personnel Immunization and Tuberculosis Screening Policy, in accordance with applicable law.
PHYSICAL DEMANDS
Must be physically able to operate a variety of machinery and equipment including computers, typewriters, copiers, radios, fax machines, calculators, printers, etc. Must be able to exert up to 20 pounds of force occasionally, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
