Position Title: Human Resources Manager

Program: HR/Administration

Classification: Exempt, Full Time

Salary Range: $90,000-$95,000 per year


Summary and Range of Authority: The Human Resources Managers’ primary duty is to administer and/or implement all the Human Resources functions of UPAC including employee relations, training, recruitment, benefits administration, workers compensation and leave management.  The Human Resources Manager supervises the HR Representative and administration Receptionist and acts under supervision of the President and CEO.


Essential Duties and Responsibilities:

  • Consults with Executive and management team Vice Presidents and Program Managers on staff relations issues to assist with enforcement of policies and improving staff work performance. This includes consulting on performance issues, disciplinary actions, terminations, investigation and resolution of staff complaints, and ensuring that personnel actions comply with policies and laws. Seeks guidance from assigned outside legal counsel as needed.
  • Conducts or oversees internal investigations of possible misconduct, including alleged harassment or discrimination, and maintains all proper documentation for same.
  • Reviews and coordinates  employee disciplinary action and terminations for consistency with legal requirements.
  • Serves as point of contact to all levels of staff to provide interpretation of employment laws and regulations, policies and employment related matters to address and resolve employee relations issues.
  • Assesses the training and leadership needs of Executive and management team Vice Presidents and Program Managers. Develops and delivers training with the goal of increasing the effectiveness of supervisors and staff. Plans and coordinates the required annual trainings for the organization.
  • Develops and maintains all job descriptions in compliance with federal and state laws and other regulations.
  • Oversees and coordinates the hiring process for new employees.
  • Manages and administers health plans to ensure legal compliance, including enrollment, termination and qualified event changes; acting as the liaison with and handling communications with benefits brokers, providers and employees regarding the administration of benefits; on-going assessment of benefit needs and costs; open enrollment planning and implementation; reconciling insurance bills and working with broker to correct any issues, and overseeing timely payment of premiums; ensuring ACA and ERISA compliance; and acting as a resource for employees on their benefits questions and needs.
  • Manages the UPAC retirement plan,  including acting as plan administrator and ensuring ERISA compliance; acts as liaison with providers and employees regarding the planning, implementation and administration of the retirement plan; coordinating  retirement plan meetings with employees; completing required reports and  IRS documentation and filings in collaboration with outside professionals.
  • Responsible for all workers’  compensation administration, including reporting requirements, claims processing, leave and appeal issues, and keeps the President and CEO informed of such matters and recommendations as deemed necessary.
  • With assistance from the HR Generalist, administers and monitors all leaves including, but not  limited to, FMLA/CFRA, workers’ compensation, and other leaves allowed by law or UPAC policies; coordinates return to work and other leave issues.
  • Administers Illness and Injury Prevention Program; addresses ergonomic and safety concerns; coordinates appropriate training to prevent workplace injuries.
  • Provides research, analysis and recommendations for staff compensation as needed.
  • Develops various HR-related projects such as performance management, ergonomic assessment program, proper      classification of independent contractors, wellness and wise consumer health care programs, employee satisfaction surveys, safe driving programs for employees, intern and volunteer processes and other projects and programs as needed. 
  • Maintains the Employee Handbook so that it is up-to-date and provides useful information to employees.
  • Reviews payroll and status changes, works closely with finance and payroll staff to comply with FLSA, FMLA/CFRA and other laws, regulations and policies related to employees (such as time reporting, pay, leave accruals, health insurance billing,      issuance of final paychecks.)
  • With the assistance of the HR Generalist, handles unemployment claims to include submission of documents, responding to hearing notices and acting as a witness at unemployment hearings as needed.
  • Works with Executive Team Vice Presidents regarding staff reductions; and conducts staff analysis to determine appropriate layoff of personnel.
  • Acts as a Custodian of Records for UPAC, as authorized by the California Department of Justice (DOJ), with respect to Live Scan background screening, and is responsible for the security, storage, dissemination and destruction of criminal records furnished to UPAC, and serving as the primary contact between UPAC and the DOJ; oversees the background screening process, including analysis and interpretation of information provided by government sources.
  • Oversees the debarment checking process, including analysis and interpretation of information provided by government sources.
  • Securely maintains check signature stamp for use in organizational check payments and issuing manual employee final paychecks.
  • Attends Leadership meetings as needed to provide HR-related reports and updates as requested by President and CEO; participates in other meetings and seminars as required.
  • Maintains UPAC’s compliance with employment and benefits laws and regulations.
  • Prepares HR and policy-related information requested from funding sources as needed for audits, reviews and/or site visits.
  • Serves as UPAC’s immigration representative to consult with outside immigration counsel on visa matters. 
  • Supervises the HR Representative Consults with, and works cooperatively with the UPAC’s assigned consultants, legal counsel, auditors and other outside professionals.
  • Remains knowledgeable of all  personnel policies in order to respond correctly to employee inquiries. Attends employment law and other seminars approved by the President and CEO to stay abreast of employment and benefits laws and legal requirements applicable to UPAC. 
  • Other duties as needed and assigned by the President and CEO.

Requirements

Required Education, Certifications/Licenses and Language/Cultural Skills:

· Knowledge, communicative and analytical skills equivalent to those normally obtained through receipt of a Bachelor’s Degree in a related field, or equivalent years of related professional experience. 


Minimum Experience and Qualifications Required:

· Minimum of 3-5 years of experience in an administrative role, with at least 2 of those years being in a recent HR position.

· Minimum 1 year of experience managing direct reports.

· Excellent interpersonal and oral and written communication skills; ability to communicate with employees and others in a professional and courteous manner.

· Working, current knowledge of employment and benefits laws and regulations for all aspects of employment.

· Ability to create and work with spreadsheets on Microsoft Excel and produce correspondence on Microsoft Word.

· Ability to maintain strict confidentiality of all information. 

· Ability to work well independently with minimal supervision.

· Excellent organizational and time management skills, including the ability to organize resources and facilitate change.

· Ability to prioritize effectively, manage multiple tasks simultaneously, and meet deadlines in a timely manner.

· Willingness to enhance professional development in the HR field.

· Ability to draft correspondence, and create tables, spreadsheets, reports and other documents using MS Office applications with a high level of accuracy and attention to detail.

· Ability to work well under pressure, and to identify and resolve problems in a timely manner.

· Must have own transportation for business purposes. If employee drives his/her personal automobile for UPAC business, employee must have a valid driver’s license and comprehensive automobile insurance coverage, as required by law.

· Must have clear background check (live scan fingerprint). 

· Will not be debarred or excluded from participation in Federal programs by the General Services Administration, the Department of Health and Human Services of the Inspector General, or any CA Medi-Cal Programs.


Additional Preferred Education or Qualifications:

· Experience working in a non-profit social service organization

· PHR, SPHR or SHRM-CP certification


Physical Demands and Work Environment:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Spends approximately 70% of the workday working at a desk and/or computer and communicating in writing and verbally. Spends approximately 30% of the workday standing or walking within the work area or outside the office at meetings and events, also bends, twists, stoops and reaches. Regularly required to sit and talk or hear. Frequently required to use hands to touch, handle or feel and reach with hands and arms. Occasionally lifts and/or moves up to 25 pounds. Working conditions are normal for an office environment and event venues. The noise level is usually moderate. 

Salary : $90,000 - $95,000
