Job Summary

Union Station Homeless Services (USHS) is the lead agency in SPA 3 (San Gabriel Valley) for the Coordinated Entry System for Adults and Families. The Built for Zero(BFZ) System Coordinator will coordinate Pasadena collaborations for CES partners, including social service and housing providers, government agencies, elected officials, community members, and other key stakeholders in the San Gabriel Valley. This position will play a key role in communicating important information to Pasadena programs, including systematic changes, program updates, and available resources. The BFZ System Coordinator will identify and implement strategies for enhancing collaboration and improve coordination between CES lead and partner agencies, mainstream systems, and other community partners.

The System Coordinator will serve as the communitys wellspring of system improvement practices. The System Coordinator then serves as a project manager; rather than pushing projects through themselves, they practice facilitation best practices, establish and maintain accountability structures, and follow-up on action items. The System Coordinator is intentional about creating and maintaining regular feedback loops and communication channels with community stakeholders to co-develop strategy and to deliver learnings back to the community.

ESSENTIAL FUNCTIONS INCLUDE, but are not limited to the following:

  • Serve as the primary BFZ representative for Pasadena, including participation in relevant meetings related to addressing homelessness and system improvements.
  • Facilitate best practices, establish and maintain accountability structures, and follow up on action items.
  • Promote coordination across CES sub-system(s) to reduce system gaps and increase linkages to key support service resources.
  • Maintain up-to-date knowledge of system components, best practices in homeless services, and regional resources in order to provide capacity-building and technical assistance support to CES partners.
  • Builds and maintains relationships with key stakeholders, including direct service providers, government agencies, advisory groups, and housing providers.
  • Models and promotes the use of continuous quality improvement methods
  • Collect broader community input about strategic direction, ensure the community is read into progress, and build people with lived experiences input into the communitys decision-making structures.
  • Establish improvement projects, facilitate provider goal-setting, and serve as an accountability partner.
  • Performs system analysis in collaboration with stakeholders
  • Establish community-wide goals and focus community efforts to support them through setting system-level goals, monitoring progress, and working with core teams to decide which projects do or do not contribute to goals.
  • Serves as a source of accountability and project management: follows up on action items, creates consistent lanes of communication, setting and facilitating meetings, and ensures data transparency.

Physical And Mental Requirements And Work Environment

  • Work indoors in a temperature-controlled environment and occasionally exposed to outdoor weather and driving conditions. The noise level in the work environment is usually moderate.
  • Stand and sit for long periods of time; move and walk to various locations; climb stairs, stoop, kneel, reach, pull, push, bend, twist, and occasionally lift and or move objects. Use hands to finger, handle, or feel.
  • See, hear, and speak clearly in order to give and receive information and instructions, perform administrative work, and drive motor vehicles, including passenger vans.
  • Ability to interact with other employees, residents, customers, and members of the public.
  • Ability to work effectively under time constraints, prioritize work, multi-task, and adapt to changing work demands.
  • Gather, analyze, synthesize, and classify information.
  • Transcribe, enter, and post data.
  • Ability to respond effectively to sensitive inquiries or complaints.
  • May require exposure to blood-borne pathogens and infectious agents.
  • Requires use of a computer keyboard for substantial periods of time.
  • Able to travel to Faith-Based Organizations throughout San Gabriel Valley.

Knowledge, Skills, And Abilities

  • Knowledge and understanding of policy, systems, and local programs that impact homeless persons
  • Experience interacting with a number of systems that affect the lives of people experiencing homelessness in the County of Los Angeles.
  • Knowledge, awareness, and exercise of cultural competency when collaborating with faith-based organizations and networks.
  • Experience both in program development and capacity building preferred.
  • Knowledge of complex, public systems of care for homeless populations, including mainstream resources.
  • Ability to establish excellent relationships and work cooperatively with individuals, groups, and organizations diverse in mission, composition, function, capacity, and geographic location.
  • Ability to effectively facilitate productive discussion among diverse stakeholder groups.
  • Ability to quickly grasp concepts and apply them to solve complex social problems.
  • Ability to articulate and strategically pursue new ideas to improve homeless systems.
  • Ability to think critically and strategically.
  • Strong written, verbal, and presentation communication skills. Ability to communicate clearly.
  • Strong time management skills and the ability to multi-task and prioritize in a fast-paced environment while exercising sound judgment.
  • Demonstrate a sense of urgency, responsiveness, and attention to detail.
  • Proficient in Microsoft Outlook, Word, Excel, and other computer systems.

Education, Training And Experience

  • A minimum of two years experience providing case management support to persons experiencing homelessness or at risk of homelessness, including working with persons experiencing chronic health issues, mental health needs, or with histories of substance use.
  • At least one year of supervisory experience in a social service organization preferred.
  • Bi-lingual English/Spanish preferred.
