Reports to: Director of Community Programs
The mission of the UCP - Center for Disability Services is to empower individuals with intellectual and developmental disabilities to live fulfilling and independent lives by providing a range of innovative, compassionate, and comprehensive programs and services that promote independence, enjoyment, inclusion, self-advocacy, and a high quality of life. UCP - Center for Disabilities currently serves approximately 300 people annually with a multimillion-dollar budget.
Position Summary: The QIDP will serve as an integral member of the organization's Community Day Services Program, In-Home Respite Program, and Home-Based Services Program. The QIDP will collaborate with various teams, including direct support professionals, case managers, and families, to ensure the provision of high-quality support and care. The QIDP will also be required to possess knowledge and skills related to billing in the Illinois Department of Human Services (IDHS) systems.
PRIMARY FUNCTIONS/ACCOUNTABILITIES
· Oversee the overall implementation and coordination of services within the assigned programs.
· Develop and execute program policies, procedures, and protocols to ensure compliance with IDHS regulations and guidelines.
· Regularly review and update program practices to enhance service quality and effectiveness, implementing evidence-based techniques as appropriate.
· Develop, implement, and evaluate individualized service plans for clients in each program.
· Ensure all programs comply with applicable laws, regulations, and licensing standards.
· Collaborate with individuals, their families, and a multidisciplinary team to ensure that services are consistent with the individual's preferences and promote their growth, independence, and well-being.
· Monitor and review the implementation of Personal Care Plans, making necessary adjustments to ensure optimal outcomes.
· Complete IDHS billing for all assigned programs; ensure compliance with IDHS billing requirements and standards, utilizing relevant billing systems efficiently and accurately.
· Maintain up-to-date knowledge of the IDHS billing codes and procedures, attending training sessions as required.
· Conduct regular audits and reviews of billing records to ensure completeness, accuracy, and adherence to IDHS guidelines.
· Maintain accurate and up-to-date records, documenting all client interactions and progress.
· Prepare reports, statistical data, and other documentation as required by regulatory agencies, funding sources, and organizational leadership.
· Provide guidance, training, and supervision to direct service staff regarding program procedures, documentation requirements, and billing practices.
· Promote a positive and collaborative work environment that fosters professional growth.
· Participate in the recruitment and hiring process of direct service staff, ensuring qualified and competent team members are onboard.
MINIMUM QUALIFICATIONS:
A. Education/Certification
· Bachelor’s degree in social work, Psychology, Special Education, or a related field.
· QIDP certification from IDHS or the ability to obtain certification within six months of employment.
B. Experience
· At least two years of experience working with individuals with intellectual and/or developmental disabilities.
· Experience working in a Community Day Services Program.
· Experience with Personal Care Plans, writing implementation strategies, ROCS billing system and IDHS departments, including OIG, BQM, and BALC.

Work Environment: The QIDP will split their time between a community day services program, in-home respite program, and a home-based services program. This role requires flexible working hours and occasional travel to different program locations within the geographical area.
