Position Purpose
The SupervisorCost Control position will oversee and supervise all aspects of URC’s refining operating costs and budgets, and Cintas FR program. In addition, this position will also control and supervise all Capital and Repair Expenditures, including managing the AFE process, for United Refining Company and its subsidiaries.
Position Description - Essential Functions, Duties and Responsibilities
· To control all aspects of United Refining, Inc. and Subsidiaries costs for correct assignment of capital expenditures or operating expenses to the appropriate cost centers. Includes monthly report requirements.
· Troubleshoot and help prepare explanations to monthly operating cost variance to budget.
· Supply Capital Expenditure Estimates for all URC & Subsidiaries for estimated depreciation. Review monthly.
· Prepare Refining Operating Expense Budgets for 26 Refining Departments.
· Prepare all URC & Subsidiaries Capital Budgets and maintain monthly cashflow reports.
· Supervise Cost Analyst I and II, and Jr. Cost Analyst.
· Log and oversee the routing of all Company AFEs through final approval.
· Assign AFE numbers to all approved AFEs and record after review of Capital or Repair Expenditures.
· Acting liaison between Financial Accounting, Purchasing, HR, Tax, Marketing, S & T, KPC, Environmental, Engineering, and Refinery Groups, including Local 95 contractual issues related to schedules and payroll.
· Work with Tax Department to ensure optimum position on tax related items.
· Troubleshoot AFE exceeded approvals for accounts payable, purchasing, project leaders and payroll.
· Troubleshoot Maximo issues and inventory balance discrepancies.
· Review and code expense accounts for proper coding to AFE projects, departments, and Companies.
· Quarterly AFE closings (all companies)/additions to fixed asset listing.
· Fixed Asset reviews for disposals and retirements.
· Support and oversee Cost Analyst I management of the plant’s FR clothing program (Cintas)
Competencies/Skills: Proficient use of Excel software and ProComm program, and a sound understanding of accounting practices. Good communications skills and ability to work effectively with Senior Management, Operations/Maintenance Supervision, Plant and Office Personnel.

Required Education and Experience: High School diploma; experience in Accounting and knowledge in plant’s organization.
Preferred Education and Experience: B.S. or Associate’s degree in Accounting with 5 to 10 years of experience in the organizational operations of the refinery.
