Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers, and staff. The CAO organization comprises more than 900 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.

The incumbent serves as the Technical Director and is responsible for all aspects of the live programming, as well as live television coverage of day-to-day proceedings of the House floor and Committee hearings. A majority of time will be spent directing multi camera video broadcasts in a fast paced studio environment and Directing/Technical Directing of television coverage of the U.S. House of Representatives.

The incumbents’ responsibilities include the day-to-day oversight of, and scheduling associated with applicable work activities, as well as completing their own work assignments as required. The incumbent must effectively utilize resources and coordinate teams to ensure that both sustaining activities and projects are successfully completed in a timely manner.  The incumbent must work closely with, cross-train, conduct daily reviews, monitor, and validate the work of junior staff as required/assigned. 

The incumbent must also develop and maintain general working knowledge of all aspects of the Area, and a general understanding of the Branch, Sub-Unit, Unit, and Office of the CAO at-large, as well as applicable legal requirements, House Rules, Committee and CAO polices and procedures, and specific Unit, Sub-Unit, Branch, and Area practices and procedures.  The incumbent provides feedback, guidance, and recommendations to Area, Branch, Sub-Unit and Unit management regarding sensitive and confidential issues.

The incumbent's pay grade and compensation level are determined based on applicable professional experience, job knowledge, past performance, proven leadership skills, assigned level of responsibility, and size and scope of the Area, in comparison to local market rates of pay for equivalent criteria within the applicable discipline.

The position does not have direct supervisory/managerial responsibilities however they will serve as responsible Team Leaders of other fulltime, part-time, and freelance daily hires.

 

Primary Duties/Responsibilities:

·       Responsible for all aspects of the live programming, as well as live television coverage of day-to-day proceedings of the House floor, committee hearings and various studio productions.

·       Schedules daily production operations and oversees equipment checks prior to each day’s activities related to House proceedings and studio programming.  Follows up on all corrective actions recommended and/or taken on equipment malfunctions.

·       Operates production switchers and serves as show Director in multi-camera video productions. Able to operate all broadcast equipment normally found in a television studio environment. Keep program directors appraised of possible production and/or equipment problems during actual programming sessions.

·       While acting as a Team Leader: exemplify, coach, mentor, and train staff in the characteristics of individual performance expected by Senior Management. These include: attitude, productivity, job knowledge, professional office behavior, dependability, initiative, customer service, teamwork, and availability.

·       Oversees and assists with television programming functions, as well as other miscellaneous functions required in the production of television products for House Members.

·       Assist with/in interviewing and assessing job applicants, and making subsequent hiring recommendations as required.  Provides information, feedback and recommendations to the Branch Manager concerning pending personnel actions, such as: posting position vacancy announcements, new appointments, merit increases, promotions, leave-without-pay, resignations, retirements, disciplinary actions, and terminations.

·       In consultation with the Branch Manager and other senior management, provide feedback and input on planning issues and the day-to-day functions and responsibilities controlled by, assigned to, or associated with the Area.  Prepare recommendations for improvements, modifications and/or enhancements to assure responsiveness to changing requirements. Inform senior management of unusual problems and unanticipated constraints of resource requirements in a timely manner.  

·       As required, assist in the development and implementation of workplace policies, standards, procedures, practices, and communication programs.  As applicable, participate in the development and distribution of all related program documents and materials.

·       Effectively utilize resources to ensure that day-to-day activities and responsibilities are successfully completed in a timely manner.  Conduct daily reviews, monitor, and validate the work of junior staff.  If necessary or as assigned, coordinate the assistance of other CAO, contractor and/or House support services to ensure that operational requirements are met.

·       Participate in the development of, and maintain tracking, measurement, and quality control process for assigned areas. Directly support/participate in special limited term projects and initiatives as required. Conduct after action reviews and provide feedback to applicable senior management.

·       Develop and maintain familiarity and compliance with, and established standards for, all applicable legal requirements, House Rules, Committee and CAO polices and procedures, as well as specific Unit and Sub-Unit practices and procedures. These include, but are not limited to: The Personnel Policies and Procedures for the Officers and Inspector General, as well as the supplemental policies and procedures thereof; CAO Work Schedule Policies; Systems Development Life Cycle (SDLC) process; Project Plans and Budget Formulation Instructions; Overtime, Part-Time and Temporary Pay Processing Guidelines; and the CAO Records Retention and Equipment Liability policies.

·       Performs other official duties as assigned.


QUALIFICATIONS:

Qualifications:

·       Professional broadcasting experience with verifiable emphasis on general and technical directing of multi-camera live or taped television broadcasts.

·       Comprehensive experience in all phases of live and recorded television programming, to include the use of all applicable equipment found in the House Recording studios environment.

·       Working knowledge of and experience using various automated office systems and software programs.  Experience in Avid systems and knowledge of different file formats are a plus.

·       Experience with/in effectively interviewing and assessing job applicants preferred.

·       Strategic planning, project management, accounting/program and personnel budget, and procurement experience preferred.

·       Knowledge of the legislative environment, U.S. House of Representatives, and the operations thereof, preferred.

·       Bachelor’s degree in a discipline related to the position or an equivalent level of professional work experience preferred.
