Description of Position: Incumbent will provide analysis and evaluation of contracting matters as well as to interpret, initiate, develop, and recommend acquisition and contract management policies, procedures, and guidance for a Combatant Command. To provide expert business advice to Command as a technical subject matter expert and support the Command’s validating requirements and financial corporate processes. Review and provide recommendations on requirement packages and acquisition strategies to support contract actions for organizations procuring a wide variety of highly specialized procurements of significant importance to the agency or multiple agencies.
Position Duties/Responsibilities:
- Serves as principal advisor to Command Staff, supporting contracting activities and/or other acquisition team members and provides technical expertise in identifying acceptable solutions to initiate procurements and resolve contractual issues encountered during all phases of the acquisition process.
- Initiates, develops, and recommends innovative solutions which are in compliance with public law, the Federal Acquisition Regulation (FAR) and its supplements; the Department of the Air Force and local policies; and the findings in audit reports or inspections.
- Provides training, guidance, and recommendations to Command Staff personnel to improve organization acquisition performance.
Key Skills & Abilities:
- Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified systems program of record, services, commodities, and/or construction.
- Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of factfinding/market research.
- Analytical skill sufficient to evaluate audit reports, regulations, and other relevant material as a basis for developing and implementing guides or procedures.
- Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from subordinate activities, and to represent the department or agency on task forces, and skill in written communications sufficient to develop and publish regulations and materials.
- Ability to recognize and analyze problems, conduct research, summarize results, make appropriate recommendations, prepare training materials and conduct training.
- Ability to set priorities, establish goals, and assess progress toward their achievement for completion of multiple assignments based on the needs of the organization and the customer.
Qualification Requirements:
- At least one years of experience at the next lower broadband/grade level (or equivalent) in performing a full range of contract management functions
- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). Employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
- Pursuant to the Defense Acquisition Workforce Improvement Act (DAWIA), and in accordance with DoD Instruction 5000.66, Change 3, this position requires the incumbent to be Contracting Professional certified at time of assignment or able to acquire Professional certification within 36 months of assignment in the Defense Acquisition Workforce (AWF) career field of Contracting. Further, the employee is expected to meet Continuous Learning requirements and have the experience commensurate with Professional certification. This is a condition of employment and failure to acquire or maintain Professional certification due to willful negligence may result in an adverse action to include removal from this position.

- The incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually in accordance with the Joint Ethics Regulation.

- Incumbent must be able to obtain and maintain a TS/SCI security clearance
