The United States Space Force (USSF) at the Pentagon is searching for a Program Analyst for CSRO/S8PX (NH-0343-03, GS-12/13 Equivalent).
Description:
The Chief Strategy and Resources Office (HQSF/S5/8), and specifically the Planning and Programming Directorate, is responsible for developing the future years resource plan and budget request for all research, development, test, and evaluation; procurement; manpower; strategic basing; MILCON; and operations and sustainment funding. Additionally, the CSRO engages with the Office of the Secretary of Defense, Legislative Liaisons, USSF Field Commands, and the Office of Manpower and Budget to outline and execute the USSF’s investment priorities and requests on behalf the Secretary of the Air Force and Chief of Space Operations. In coordination with the Branch and Division Chiefs, this position will be an action officer focused on support to USSF basing execution, development of implementation plans and actions that are aligned to long-range planning and analysis of USSF investments and investment options in addition to integrating Operational Imperatives and critical Service priorities into the current and future USSF budgets. This position will contribute to shaping the investments in current and future years and will work closely with the S8 Programming Division as well as counterpart offices in the United States Air Force to ensure the Service investments appropriately account for current requirements, joint mission needs, and future warfighting capabilities of the DAF. This position will develop into a Subject Matter Expert and will be the focal point for engagement and coordination for USSF basing implementation efforts with CSRO, USSF, and DAF leadership.
Ideal Candidate:
Experience working in Government or DoD operations, planning, acquisitions, budget, and/or staff with preference in space experience. Ideal candidate will have experience with Department of Defense service basing, program action directives and PPBE processes to include thinking critically about operational risk, capability development, implementation plans, long-range planning and forecasting, and overall force readiness. Possess effective oral and written communication skills when presenting technical presentations involving programming and planning information to mid- and senior-level leadership. Bachelor’s degree and some knowledge of budget or resource planning and/or analysis programs and software preferred. Project Management is desirable. Candidate should be skilled and comfortable with database tools and other similar software applications.
Key Skills and Abilities:
1. Knowledge of the Department of Defense and/or Department of Air Force planning, programming, budget, and/or execution policy, procedures, processes and systems in support of major Space Force missions and operations plans. Methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
2. Knowledge of Space Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
3. Knowledge of the relationship of the various Space Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBE process supports them.
4. Knowledge of Space Force installations to include the interaction of Total Force (Air National Guard and Air Force Reserve).
5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintains good working relations.
Requirements:
1. Must be a U.S. citizen.
2. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
3. Employee must be able to obtain and maintain a Top-Secret/ SCI clearance.
4. PCS funding is not available.
5. May be required to travel by military or commercial aircraft in the performance of TDY assignments.
6. May be required to work overtime on an unscheduled or emergency basis.
7. This position is not eligible for telework.
8. Space, logistics, cyber, and/or intelligence operations experience is highly desirable.
9. This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment
