  • This position has been designated by the Air Force as a Testing Designated Positions (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of the missions, roles, functions, and organization of the Department of Defense, the U.S. Intelligence Community, and Federally Funded Research and Development Centers, think tanks, and academic institutions that support national security efforts. Expert knowledge in applying a wide range of complex qualitative and quantitative methods in the development of sensitive plans, strategic initiatives, and operational activities to meet DoD strategic leader requirements for the improvement of program effectiveness. Knowledge of the U.S. Intelligence Community's (IC) structure, roles, missions, responsibilities, and how the community organizations relate to each other and the Department of Defense. Extensive knowledge of how to lead, task, and direct a diverse team of planners who develop plans, initiatives, and operational activities to meet DoD requirements. Extensive knowledge of how to interpret broadly stated and possibly conflicting guidance documents from across the Executive Branch and translating this guidance into tasks. Extensive knowledge of structured analytical techniques and the DoD Red Teaming Process. Extensive knowledge of how to interact with, and appeal to, the authorities and value systems of Senate Appointed/ Presidentially Confirmed Officials, Department of Defense Strategic Leaders, IC Senior Leaders, Other Senior Leaders within the Executive Branch to include the National Security Council Staff, Members of Congress, and their respective staffs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Extensive knowledge of the U.S. Department of Defense - its structure; how its roles and missions are informed by strategic-level documents such as the National Security Strategy, National Defense Strategy, National Military Strategy, Unified Command Plan, Contingency Planning Guidance, etc.; and the responsibilities and inter-relation of Office of the Secretary of Defense, the Organization of the Joint Chiefs of Staff, Military Departments, Combatant Commands, and Defense Agencies.
  • Expert knowledge in applying a wide range of complex qualitative and quantitative methods in the development of sensitive plans, strategic initiatives, and operational activities to meet DoD strategic leader requirements for the improvement of program effectiveness. Knowledge of the U.S. Intelligence Community's (IC) structure, roles, missions, responsibilities, and how the community organizations relate to each other and the Department of Defense.
  • Skill in developing plans, initiatives, and operational activities to meet requirements at the Office of the Secretary of Defense, Joint Staff, Military Department, Armed Service, or Combatant Command level.
  • Skill in leading, tasking, and supervising a diverse team of planners who develop plans, initiatives, and operational activities to meet DoD requirements as well as skill in interpreting broadly stated and possibly conflicting guidance documents from across the Executive Branch and translating this guidance into tasks for a diverse team of planners.
  • Skill in applying both structured analytical techniques to mitigate cognitive limitations and the DoD Red Teaming Process to mitigate groupthink and enable critical thinking. Skill utilizing DoD and IC computer systems (e.g. NIPRNET, SIPRNET, and JWICS) and common software tools (e.g. Microsoft Office, etc.).
  • Ability to interact with, and appeal to, the authorities and value systems of Senate Appointed / Presidentially Confirmed Officials, Department of Defense Strategic Leaders, IC Senior Leaders, Other Senior Leaders within the Executive Branch to include the National Security Council Staff, Members of Congress, and their respective staffs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
