The Mission and Opportunity
United Way of Northern California (UWNC), based in Redding, is part of the world’s largest philanthropic network and
the globe’s largest non-governmental funder of social services. UWNC fights for the health, education, and financial
stability of all residents in its nine-county territory and is there for residents in times of crisis. UWNC aims to expand

and disaster relief and recovery, financial stability programs, activities that address homelessness, and public health
education and information.
Job Summary
The Program Specialist – Homelessness Services, will support the system administration of the Homeless
Management Information System (HMIS) in support of the NorCal Continuum of Care. The program and
associated services aim to coordinate and prioritize information for homelessness services in Del Norte, Lassen,
Modoc, Plumas, Shasta, Sierra, and Siskiyou Counties. The primary focus will be supporting system operations
with excellent data quality and a high level of engagement in each county. The Program Specialist will work
closely with the HMIS Licensees, Service Providers CoC members, and other UWNC staff to ensure success in
this role. This role will involve travel for outreach, training, technical assistance, and systems management
responsibilities. The Program Specialist will at times be called upon to support other community initiatives. This
role requires extraordinary detail orientation; a high degree of professionalism; the ability to work in a fast-
paced environment, and the ability to respond proactively to changing priorities.
Principal Job Responsibilities
- Ensure HMIS data excellence and security in accordance with governing Policies and Procedures
- Provide training and technical assistance to HMIS licensees regularly and as requested
- Work closely with Senior Program Manager – Homelessness and the Sr. Program Specialist – HMIS, to

ensure data quality and frequent corrective and proactive communications
- Provide data and information for grant reporting as requested
- Assist Sr. Program Specialist – HMIS Administration in management of licensee process
- Provide presentations and facilitate conversations regarding HMIS/CE as needed in CoC operations
- Collaborate to ensure successful Coordinated Entry processes
- Support Coordinated Entry report development and implementation
- Attend community outreach events in our 9-County region and, as needed, additional counties
- Other duties as assigned

Qualifications
• Minimum two years of experience in the non-profit or social services fields
- Minimum two years of experience in data systems administration and data quality management
- Strong organizational and project management skills.
- Experience in positive professional and public interactions with individuals from diverse
- Demonstrated computer abilities. Proficiency in Microsoft Office suite, especially Word, Excel,
- Experience in WellSky, Salesforce, CalSAWS or similar systems is a plus
- Bilingual/multilingual a plus
- Ability to lift up to 25 pounds
- Must possess a valid driver's license
- Must be able to work comfortably on a keyboard through an eight-hour shift
This position requires travel within our 9-County region and occasional night and weekend shifts. Occasional
travel to other cities in California may be required.
