Responsible for implementing and managing a comprehensive pipeline safety compliance program for Unitil’s Natural Gas transmission and distribution systems. These duties include regulatory compliance oversight for all emergency response, construction, operation, maintenance activities in a three-state jurisdiction and a FERC regulated interstate pipeline. Will act as the Company’s primary liaison for both state and federal agencies managing audits (i.e., preparation, facilitation and follow up), information requests (i.e., preparation and filing) and compliance agreement execution. In addition, responsible for managing the implementation of the Public Awareness Plan as specified by AP 1162. To act as the system administrator for the Company’s Management System and other I.T. Systems used by gas operations to manage compliance.

- Leading the state and federal auditing process for all three states from preparation with subject matter expert coordination, facilitating the audit, and ensuring follow through on any actions identified post-audit
- Managing information requests – coordinating with subject matter experts to obtain the required
- Manage the development of strategies to ensure the execution of compliance agreements and track compliance agreements to completion.
- Supporting internal discussion associated with pipeline safety compliance
- Providing subject matter expertise related to new rulemaking
Public Awareness: Overall management and oversight of plan including:
- Obtain management commitment and support
- Oversee overall program implementation and progress tracking
- Program budget management
- Manage updates to plan (annual and/or as needed)
- Institute supplemental program enhancements and continuous improvements as needed
- Lead Unitil participation in Public Awareness inspections Measure and report on bottom-line results
I.T. System Administration and System Analyses: Responsible for the system administration of all operational technology used by gas operations to implement the operation, construction, and maintenance of the Company’s distribution and transmission systems, driving compliance with required work. These responsibilities include:
- Works with project stakeholders to identify and prioritize Gas Operations software system requirements to communicate end-product requirements to internal/external development teams.
- Ensures quality standards of the software development process by confirming that the system adheres to compliance requirements.

Qualifications
- Bachelor's Degree in Engineering, Business, or curriculum compatible with the requirements of the position or equivalent work experience.
- Ten years of proven technical project/program management experience.
- Experience in the natural gas industry and pipeline safety regulation highly desirable. In-depth knowledge of industry codes and standards or a technical background a plus.
- Must have strong systematic and critical thinking skills and the ability to use logic and analysis to identify the strengths and weaknesses of different approaches.
- Requires strong organizational skills to manage a multitude of varying tasks in different stages of completion; must be able to multi-task, work under pressure, and meet strict deadlines.
- Must be available for duties during times of system emergencies.
- Will be drug tested under the PHMSA drug pool
