What are the responsibilities and job description for the Procurement Specialist position at Unity Technologies Corporation?
Assignments Include:
Execute the day-to-day activities of the Operational Forces Support Directorate in providing logistics and acquisition support in procuring medical and dental materiel for active-duty ships undergoing modernization and life cycle sustainment and ships undergoing new construction.
- Procurement support tasks involve clerical and technical work that supports the procurement of medical and dental equipment, supplies, and services.
- Acquire a strong understanding of the Operational Forces Support Directorate operations in order to provide medical and dental equipment and supplies from initial outfitting support to ships undergoing new construction to modernization and life cycle sustainment of medical and dental equipment installed onboard active navy ships.
- Generate purchase requests in the Standard Procurement System (SPS) for open market requirements and ensure data accurately interfaces with the Acquisition Data System (ADS). Requests shall be supported with the necessary documents to include, but not limited to Technical Data Packages and Applicable Justification and Approvals.
- Generate Military Standard Requisitioning and Issue Procedures (MILSTRIP) requisitions for national stock number (NSN) supported requirements. Ensure individual MILSTRIP requisitions are assigned the correct mandatory data such as Signal Code, Fund Code, Supplementary Address, Distribution Code and Advice Codes.
- Generate DLA E-CAT purchase request for release by Procurement Manager. Ensure individual MILSTRIP requisitions are assigned the correct mandatory data such as Signal Code, Fund Code, Supplementary Address, Distribution Code and Advice Codes.
- Submit requests for Technical Data Packages (TDPs) to Equipment Support as well as reviewing validity and accuracy of completed packages. Ensure completed TDPs are submitted in accordance with the NMLC TDP Development Document.
- Process the Materiel Outstanding Requisition Files. Facilitate the timely release of MILSTRIP batch requisitions from the DAMES database to the supply source and download status updates.
- Analyze requisitions status received and send the necessary follow up requests for invalid status, overage shipping and expired estimated shipping dates. Coordinate resolution of requisitions that have shipping discrepancies with the source of supply and receiving sites
- Track open market procurement requests to ensure requirements are delivered to the customer in accordance with required delivery dates. Provide status summary to the Procurement Managers for integration into weekly status charts.
- Ensure medical and dental equipment requirements, for active-duty ships to include hospital ships and ships undergoing new construction and modernization, are loaded in the Fleet Procurement Program (FPP) within 30 days after requirements have been approved for procurement in support of the Shipboard Equipment Replacement Program (SERP).
- Coordinate with vendors to acquire proof of delivery needed for timely payment certification of invoices by the Procurement Managers.
- Establish cost estimates by gathering data from various sources to include, but not limited to, FPP, Department of Defense (DoD) E-MALL and Navy Allowance Information Logistics System (NAILS).
- Conduct weekly financial validations by downloading applicable reports from Navy ERP and comparing them to the appropriate (ship specific) Active Document List (ADL).
- Respond to emails, requesting assistance, within two days to acknowledge receipt of the email.
Required:
- High School Diploma or equivalent with 3-4 years of relevant experience or possess a bachelor’s degree.
- Familiarity with the DoD and Navy supply and logistics operations in providing initial outfitting support for ships in new construction, ships undergoing modernization and equipment life cycle sustainment of equipment installed on active-duty ships.
- Must have an understanding of medical and dental equipment, supplies, and services and possess the ability to differentiate by vendor, brand model, and solicitation and/or requisition categories.
- Capability to understand equipment components of acquisition documentation and generate procurement requests utilizing Standard Procurement System (SPS) and understand the relative importance of the ADS interface.
- Familiarity with the MILSTRIP, DLA ECAT, DoD EMALL, and GSA requisitioning processes, and have the ability to interpret status codes and take the necessary action/follow ups to facilitate timely delivery of outfitting requirements in accordance with the ship’s required delivery dates.
- Familiarity of the invoice certification process in the Wide Area Workflow (WAWF) system.
- Ability to effectively process, document, and interpret technical specifications of technical data packages and communicate these throughout the lifecycle of the procurement process in the Fleet Procurement Program.
- Knowledge and operational understanding of the following DoD logistics and financial databases:
- Familiarity with common technical terms and specifications relative to medical products, supplies and services, and the ability to effectively communicate these with vendors and/or customers.
- Ability to enter logistics data in electronic systems accurately and quickly.
- Ability to communicate with the customer and provide an exceptional level of customer service.
