Departmental Overview

UC Berkeley has launched a Digital Accessibility Program to ensure the deployment of information technology has been designed, developed, or procured to be accessible to people with disabilities, including those who use assistive technologies. The program and its many components have been established in collaboration between Berkeley IT , and the Office of Disability Access and Compliance . The Digital Accessibility Program Manager will be responsible for the implementation of UC Berkeley's IT Accessibility Policy (ITAP) , will assist with the development of local guidelines and policies to reduce campus risk related to inaccessible technology, and will manage simultaneous technical projects related to accessibility that are unprecedented in scope, magnitude, and complexity to improve people's ability to access all technical resources on campus.

Historically, Berkeley has played a central role as the home of the independent living civil rights action and the civil rights movement. The team in which this role reports is doing 21st century civil rights work, and we seek individuals who can help Berkeley accomplish this critical work. The team for the Digital Accessibility Program is a highly collaborative team across Berkeley IT, Disability Access and Compliance, and many key partners on campus.

The position will lead and oversee digital accessibility projects with organization-wide impact to avoid potential costs related to litigation, and improve the accessibility posture of technology resources at Berkeley. The Program Manager manages multiple projects, and associated framework processes and methodologies involving departmental and cross-functional teams; and plans, coordinates, and monitors scope, requirements, schedules, budgets, resources, tasks, risks, staff and deliverables. The Program Manager organizes and leads activities relating to the management and completion of projects, and monitors related projects from initiation through completion. The Program Manager will be a member of and will work in close collaboration with the IT Accessibility Policy Advisory Committee (ITAPAC) and with particular attention to legal requirements at the federal and state level (ADA, section 504), institutional policies such as the ITAP, professional frameworks and guidelines ( Web Content Accessibility Guidelines (WCAG) 2.1, 2.2, WAI-ARIA 1.2, other applicable W3C standards), and best practices.

Responsibilities

Project Leadership

Directs and analyzes project proposals and reports related to the Digital Accessibility Program that include development of policy or local guidelines, and the evaluation of inaccessible technology and remediation.
Provides guidance to other Project Managers working with the procurement of technology, or the assessment and remediation of inaccessible technology.
Directs, initiates and designs projects critical to the success of the IT Accessibility Policy at the Berkeley campus.
Has overall project management responsibility for broad institution-wide projects related to accessibility, and includes multi-institutional procurement of accessible technology through the Office of the President.
May lead a team of technical project management professionals.
Project Analysis

Regularly leads analyses determining: approaches for the successful implementation of ITAP within all projects; sources of data with data stewards spread across campus; methods, techniques and evaluation criteria to obtain project results based on legal requirements, policies, professional frameworks and guidelines, or best practices.
Applies project management techniques, up to and including the most complex and advanced, to independently perform research and studies, up to and including the most complex, for internal departments or Office of the President constituencies.
Project Management

Manages the project management process for products and services related to accessible technology with broad, campuswide, and institution-wide scope.
Assembles and directs large project teams, designs highly detailed and complex project plans and schedules, and may oversee budget and resources.
Oversees all aspects of large accessibility projects from initiation through delivery including remediation, project, campus, and community communications, while interacting with vendors and managing risk.
Organizes interdepartmental activities with the goal of completing accessibility projects on schedule and within budget constraints.
Learning, Growth, and Development

Engage in opportunities for training, workshops, or continuing education/development related to the position.
Actively contributes to a team culture fostering and advancing diversity, equity, inclusion, belonging, justice, and accessibility within the PPC team and Berkeley IT.

Education/Training:
Bachelor's degree in related area and/or equivalent experience/training.
Preferred Qualifications

Project Management Professional certification.
Advanced knowledge of all aspects of computing and communications including hardware infrastructure, networking, software, operations and disaster recovery.
Experienced mentor and leader of teams with experience leading a team of technology professionals.
Salary & Benefits
This is a 100% full-time (40 hours per week) exempt career position, which is paid monthly and eligible for full UC Benefits. Annual salary is commensurate with experience within the range of $112,100.00 - $185,000.00.
