Job Summary

Under the direction of the Assistant Dean and Department CAO, staff work collaboratively to provide high-level analytical support to the Vice Chancellor, Dean, Associate Vice Chancellor of Academic Personnel, Department Chairs, Faculty, Chief Administrative Officers and the Academic Personnel community, as a whole. The team provides policy interpretation, guidance on best practices, development of new policy and procedures. This position has primary oversight of the team of Project Analysts for Academic Personnel projects and development programs, compliance tracking and other special projects.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's degree in related area and / or equivalent experience / training
  • Two or more years of experience leading a project team
  • Experience using different media including web, social media, video and traditional environments to communicate messages and expand reach with varied audience.
  • Demonstrated experience working on research projects.
  • Knowledge of accounting principles and familiarity of fiscal management policies and procedures.
  • Skills and abilities to read, understand, interpret, communicate, and execute applicable School of Medicine, University, State, and Federal policies, procedures, and guidelines.
  • Strong organizational and time-management skills to coordinate many details of multiple projects simultaneously, keeping everything on schedule and identifying and solving problems as they arise.
  • Excellent verbal, interpersonal, and written communication skills to effectively interact with diverse staff, faculty, and students in a variety of situations.
  • Skills to write and edit clear, accurate, compelling and stylistically appropriate copy.
  • Thorough knowledge of the English language and its proper usage in both oral and written communications aimed at a variety of goals and intended for diverse audiences.
  • Excellent proofreading and copy-editing skills are essential.
  • Must be able to work in a fast-paced environment with constantly shifting priorities.
  • Must be able to meet tight deadlines and work long hours, when necessary.
  • Demonstrated ability to generate innovative ideas, think strategically, originate action and establish priorities.
  • Ability to be creative and resourceful in achieving objectives.
  • Experience maintaining confidentiality of sensitive issues; ability to exercise discretion in dealing with controversial or potentially sensitive topics.

Preferred Qualifications

  • Demonstrated experience working with diversity-themed community boards and committees, e.g. LGBTQ, Latinos, African Americans, Hmong, Mien, Native American, and Disabled.
  • Research skills to quickly and accurately gather information on a wide variety of topics and issues, analyze diverse information both qualitative and quantitative in nature, and direct/prepare analysis, draw conclusions, and display data in such a way as to effectively support the positions taken in strategic communications.
  • Working knowledge of policies on discrimination and issues that URM's face in higher education.
  • Working knowledge of socio-economically disadvantaged and URM pipeline programs.
  • Strong leadership and decision-making skills to evaluate program needs, problem-solve, chair meetings/committees and train other personnel.
  • Demonstrated flexibility and the ability to work as part of the Academic Personnel team to further the goals of the Schools of Health.
  • Skill and sound judgment to apply state and federal laws, university policies, and professional standards to executive business operations.
  • Extensive knowledge and understanding of the UC Davis Health organizational structure, culture, mission and strategic goals.

Department Overview

The Office of Academic Personnel, Schools of Health (SOH) Dean's Office has overall responsibility for administration of all academic personnel processes in the School of Medicine. The School consists of 24 departments and 12 organized research units. The office is comprised of the Associate Vice Chancellor for Academic Personnel, Assistant Dean for Academic Personnel, Department CAO, and a team of Academic HR and Project Policy Analysts. The workforce of the School consists of approximately 4000 academic appointees including members of the Academic Senate, Academic Federation, Volunteer Clinical Faculty, and other academic titles.

Department Specific Job Scope

The incumbent will proactively, independently and/or collaboratively develop project-specific administrative goals, objectives, strategies, outcomes and benchmarks for a broad spectrum of project initiatives. The incumbent will develop benchmarks for implementation, monitoring and evaluation strategies across projects and programs to ensure curriculum and activities are thorough, complete and effectively meet the needs of faculty, as well as, ensure offerings are culturally and linguistically appropriate. Provide in-depth research and analysis on complex and highly sensitive issues.

The position will be responsible for conducting data collection and analysis of Academic Personnel programs in order to assess office-wide goals of diversity, equity, transparency, and efficiency. Provide research analysis and organizational support for special projects undertaken by department leadership. Perform independent, high-level critical thinking and conflict resolution tactics to conduct research, data analysis, curricula review, prepare and conduct survey assessments. The incumbent will review data, develop and prepare conclusion data for executive summary documents; work in collaboration with appropriate stakeholders and/or committees to ensure Departmental Action Plans are being adhered to - based on survey outcomes; work in collaboration with key personnel to develop strategies for recruiting and retaining faculty as well as assessing Departmental plans for improving and maintaining a diverse faculty workforce.

Supervise a team of 2-3 Analysts. Perform all human resources functions including position description review and development, recruitment, onboarding, coaching, termination, etc. The incumbent will create personnel plans, make recommendations on a broad spectrum of administrative and program-related problems, responsible for the effective resolution of a broad range of supervisory, and/or managerial problems and advise management on its impact or potential impact. Responsible for the assignment of work, review of staff work-products, lead and oversee day-to-day activities of the office and programs and evaluate job performance. When necessary and with guidance from Employee Labor Relations as needed, responsible for providing counseling to employees on performance related issues including disciplinary actions and the required documentation associated with them. Collaborate with Assistant Dean and Department Manager to develop internal structure and implement department policies and procedures. Establish formal and informal relationships with partners and leadership to provide feedback, information, support and resources to assist with staff needs. Effectively and ethically manage and oversee that UCDH principles and practices of human resource management, personnel policies and procedures, multiculturalism and diversity standards are being adhered to.

Conduct research to develop the strategy and framework for communications that contribute to and advance the focus and substance of ideas and plans. Develop and drive complex strategic communications - including developing strategy and effectively writing and posting content for website other communication venues. Monitor and analyze relevant internal/external issues and trends that could be leveraged for communications. Develop collaborative, productive relationships with key departments/stakeholders to synchronize communications and messaging.

Work Environment
