Duties and Responsibilities
- *Serves as the primary fiscal administrator for the UH Hilo campus including off-campus locations.
- *Serves as the director of the UH Hilo Budget, Finance and Accounting Department with responsibilities for a wide variety of budget, financial management, accounting and fiscal related matters for the UH Hilo campus.
- *Broad range of responsibility for directing, planning, administering, coordinating and controlling all strategic and programmatic, budgetary and, financial needs for the UH Hilo campus.
- *With the Executive Director of Budget and Business Management, determines priorities and strategies in the formulation, development, implementation and execution of the budget and financial plans for the UH Hilo campus.
- *Participates in system-wide meetings and committees related to budget, finance, and accounting issues, and serves on campus committees and task forces.
- *Directs and provides overall leadership, technical advice and assistance for UH Hilo in budgetary formulation, analysis, review and control processes.
- *Overall leadership role, and responsibility for the biennium and supplemental operating budget request process for the entire UH Hilo system, including review, evaluation, recommendations on priorities of program requests, and timely submission.
- *Reviews, analyzes, recommends and implements resource allocations and budget requirements for the execution of the approved operating budget.
- *Evaluates expenditure patterns to assure all critical needs are met and the budget is balanced.
- *Analyzes impact of tuition and fee increases and their relationship with the general fund allocation. Determines funding mix requirements.
- *Recommends alternative methods to finance programs. Establishes budgetary control procedures for UH Hilo on forecasted financial requirements and availability of funds.
- *Participates in the review of budget requests from the UH Hilo programs. Prepares summaries for the Executive Director of Budget and Business Management and other reviewing entities. Makes recommendations on the requests.
- *Coordinates UH Hilo's responses to inquiries and requests from the state Budget and Finance (B&F), legislature, BOR and System Offices on UH Hilo's budget and finance matters.
- *Reviews, monitors and prepare quarterly reports on actual and estimated revenues and expenditures. Research and explain variances between planned and actual.
- *Serves as the liaison to the University System Offices to coordinate all budget, finance and accounting functions as required by administrative procedures, directives, laws, and policy decisions.
- *Conducts periodic fiscal review and projections to determine financial solvency and whether departments are operating within budget. Reviews the data and outcomes with the Executive Director of Budget and Business Management.
- *Performs financial analysis of all UH Hilo funds (general, special, federal, revolving and trust funds) and advises senior leadership and approving authorities on availability of funds, projections and overall fiscal affairs.
- *Monitors cash balances in all special and revolving fund accounts to ensure sufficient funds are available to cover program commitments, including recurring and one-time costs.
- *Serves as the subject matter expert and leader on campus for all finance, accounting, and fiscal matters.
- *Serves as senior advisor to the Executive Director of Budget and Business Management on finance, accounting and fiscal related matters.
- *Provides recommendations to faculty and staff on finance, accounting and fiscal related matters to include options regarding applicable policies, procedures and other administrative requirements.
- *Supervises office staff to include planning, directing, assigning, and evaluating work assignments. Troubleshoots and resolves operational and administrative matters in accordance with current policies, procedures and directives.
- *Provides effective leadership and management to ensure quality customer service is provided to all campus users including students, faculty, staff and administrators.
- *Evaluates departmental functions regularly to ensure continual quality improvement of services and efficient delivery of budget, financial, accounting and fiscal services.
- *Collects, compiles, reviews and analyzes data from the BANNER student information system, PeopleSoft human resource system, Kuali financial system, and the Institutional Research Offices for the purpose of providing multi-year revenue and expenditure projections.
- *Responsible for coordination of campus-wide financial audits conducted by internal and external auditors, and providing guidance to units in preparing for audits. Ensures timely responses and implementation of recommendations.
- *Develops accurate comprehensive reports, including clear and concise written summaries, tables, graphs and adhoc data reports for use by campus administrators.
- *Serves as the chart manager for the UH Hilo campus, ensuring accuracy in the assignment of account attributes when establishing new accounts and updating attributes as needed due to programmatic changes
- *Prepares, evaluates and recommends administrative policies and directives relating to budget, financial management, accounting and fiscal related matters.
- *Recommends and implements changes to internal fiscal policies and standard operating procedures consistent with State and Federal regulations to improve operational efficiency.
- *Provides training for deans, directors, and fiscal staff to ensure campus units are properly advised on the interpretation, analysis and use of financial reports generated for decision making and other purposes.
- Establishes, supports, fosters and builds relationships with UH System personnel, and external partners and stakeholders.
- Keeps abreast of current and emerging changes and updates in financial management, accounting and fiscal administration.
- Serves as Acting Executive Director for Budget and Business Management as necessary during absences.
- Other duties as assigned.
Minimum Qualifications
- Possession of a baccalaureate degree in Business Administration, Accounting, Public Administration, or related field and 6 years of progressively responsible professional experience with responsibilities for financial, governmental accounting, fiscal services, budgets; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies in budget, finance, governmental accounting, or fiscal area.
- Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with budget, finance, governmental accounting, or fiscal area.
- Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and innovative approaches.
- Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer, apply word processing software, and be proficient in Microsoft Office software applications such as Excel, Word, and Access.
- For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Supplemental Minimum Qualifications
- Ability to prepare financial and fiscal-related management reports including but not limited to financial projections, multi-year analyses of income or expenses, and financial reports for external entities.
Desirable Qualifications
- Budgeting, accounting or fiscal experience in a public comprehensive higher education institution or governmental institution.
- Additional 3 to 4 years of progressive professional experience in the field beyond the minimum qualifications.
- Experience serving in a lead capacity in either a financial, technical or functional role in a financial management system conversion project or a change in financial management systems project, preferably at state or governmental institution of higher education.
- Working knowledge of the Kuali Financial System (KFS).
- Working knowledge of the JasperReports Server (JRS).
