Duties and Responsibilities:
- * Serves as Senior Fiscal Specialist for Outreach College with purchasing authority up to $15,000. Assumes purchasing authority up to $25,000 in absence of Administrative Officer.
- * Reviews all documents (i.e., purchase orders, consultant and personnel contracts, travel forms, etc.) to ensure compliance with University, State, and Federal rules and regulations.
- * Ensures all procurement documents are processed on a timely basis.
- * Directs the disbursement function of the College, ensuring payments are made accurately, in a timely manner, and within University rules and regulations.
- Periodically reviews the fiscal operations and initiates changes as appropriate.
- * Maintains computerized accounting records and assures the accuracy of University and College generated reports.
- Provides other management information analysis as appropriate.
- * Compiles long- and short-term expenditure forecasts relating to College operations. Analyzes and collects data to support budgets and prepares justification for budgetary requirements, changes, etc.
- Establishes appropriate budgetary controls to assure spending limits are not exceeded.
- Responsible for compiling and updating data for quarterly expenditure plans.
- Responsible for the maintenance of computer reports generated by the College's internal system. Reviews reports for timeliness and format.
- Coordinates computer training sessions on various aspects of computer usage.
- Coordinates with and serves as liaison between deans and directors, department chairpersons, administrative officers, private organizations, state agencies and University central offices to assist them with Outreach College fiscal activities.
- Negotiates contractual arrangements for non-university lease agreements, housing, travel, and transportation.
- Processes all purchase orders, travel, and payments on RCUH's online system.
- * Reconciles and approves all p-card account code and expenditures using the University's current P-Card system.
- Serves as Telecom coordinator and advises the Deans and programs regarding the telecom needs. Reviews all telecom requests.
- Other duties as assigned.
Minimum Qualifications:- Possession of a baccalaureate degree in business administration, business, public administration or related field and 4 year(s) of progressively responsible professional experience with responsibilities for financial accounting, or any equivalent combination of education and/or professional work experience which provides the required.
- Considerable working knowledge of principles, practices and techniques in the area of business and fiscal administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with business and fiscal administration at a state university or college.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer, apply word processing software, and use spreadsheet software for fiscal accounting purposes.
- If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
- Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicates
- Demonstrated ability in gathering, analyzing, and interpreting data to inform financial and budgetary decision-making.
- Demonstrated ability in developing comprehensive reports or dashboards to track financial and budgetary trends.
- Knowledge of the generally accepted methods of evaluating financial performance, such as income statement preparation and analysis.
- Knowledge of basic statistical analysis methods and techniques applicable to the analysis of administrative problems and processes.
- Experience and familiarity with one or more of the following: Kuali Financial System (KFS), SCT Banner Student Information System, Destiny One, Jaspersoft, ReportServer, SAP Concur, CentreSuite, SuperQuote
- Experience with data visualization tools such as Tableau or Power BI.
- Experience in database management, using SQL or similar for data retrieval and mining.
- Experience maintaining and updating databases to ensure data integrity and accuracy.
