The Human Resources Associate plans and consults with department hiring managers on the recruitment and placement of civil service vacancies at all levels. This includes coordinating activities with hiring department and other Human Resources staff to identify hiring needs. Identifies appropriate recruitment sources and consults on external advertising campaigns. Screens applicants; develops and administers civil service examinations including written tests, performance tests, and credential assessments; identifies, orients and oversees subject matter experts; refers qualified candidates to the appointing college or administrative units. Develops and maintains employment registers. Oversee pre-employment screening and the onboarding of all hires.

Duties & Responsibilities:
- Function as a consultant to all assigned Colleges, Administrative Units and/or Hospital/Clinic units within the organization for civil service hiring needs; providing guidance and/or problem resolution for highly sensitive and unique human resource-related matters. Manage staffing activities for campus, hospital and clinics civil service vacancies from initial recruitment through onboarding. Manage customer relationships with a strong emphasis on building long-term relationships
- Assist departments with internal and external job posting development and placement. Prepare recruitment advertising & postings that utilize the latest recruitment marketing concepts including search engine optimization. Review and assess applicant qualifications to determine eligibility for civil service examinations. Qualify applicants and select top talent with a focus on the quality of hires. Coach and guide practice teams in conducting interviews. Create and maintain registers in accordance with civil service rules and procedures. Assist department hiring teams and candidates with interview scheduling, document management.
- Manage and oversee all pre-employment clearances and offer processes following University guidelines and policy. Conduct salary equity reviews in support of salary administration policies and procedures.
- Provide consultation and career planning services for staff who are seeking other internal opportunities. Assess employee qualifications to determine eligibility for civil service examinations.
- Plan, manage and as appropriate, participate in campus recruiting activities such as on-campus presentations, career fairs and resume review. Participate in the development and implementation of short and long-term operational and customer service goals and objectives of Recruitment and Staffing department. Collaborate with UIC HR Recruitment and appropriate hiring managers to anticipate and plan for long and short-range needs. Research, analyze, and prepare recruiting statistics/measurements as well as other reporting requests. Participate in continuous quality and improvement processes.
- Perform other related duties and participate in special projects as assigned.
- Bachelor’s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
- Two (2) years (24 months) of work experience performing professional-level human resources duties.
- Demonstrated experience in full-life cycle recruiting including; staffing requirement evaluation, sourcing, screening, selection and onboarding.
- Extensive knowledge of principles and procedures used in human resources.
- Extensive knowledge of federal and state laws, rules, and/or regulations affecting public human resources administration; ability to develop a broad knowledge of those of the employing institution.
- Ability to exercise controls over the implementation of the policies and procedures.
- Proficiency in working with operations managers, staff, and the public.
- Proficiency in writing and editing reports and other materials.
- Administrative ability within independent decision making skills and experience.
- Skilled in reviewing and formulating/revising human resources policies and procedures.
- Ability to exercise controls over the implementation of the policies and procedures.
- Ability to plan, supervise, and evaluate the work activities of others.
- Ability to organize human resources operations within the area(s) and coordinate them with other organizational units.
