The Office of Equity and Inclusion (OEI) is responsible for providing, promoting, and coordinating the university's core value of inclusive excellence and ensuring university compliance with non-discrimination laws, regulations, and policies. The OEI Director will lead the office and serve as the University’s Title IX Coordinator. As such, the University is seeking a dynamic, innovative, and passionate professional who has broad civil rights knowledge and experience and has a demonstrated commitment to ensuring an inclusive learning, living, and working environment free from harassment and discrimination for all members of the UMBC community.
The Director will report to the University's Vice President for Institutional Equity and Chief Diversity Officer and will collaborate closely with the Office of the General Counsel, Human Resources, Academic Affairs, Division of Student Affairs, and administrators, and will partner with campus leaders, faculty, staff, students, various committees, and external constituencies.
This position requires the ability to work with confidential and highly sensitive information and maintain confidentiality in compliance with university policies, procedures, and federal and state laws/regulations.
Responsibilities include:
- Work closely with the Vice President for Institutional Equity to provide long-term vision, leadership, and strategic direction to ensure the University's compliance with all federal, state, and local laws and regulations, including but not limited to Title VI, Title VII, Title IX, Americans with Disabilities Act (ADA), ADEA, Section 504 of the Rehabilitation Act, Clery Act and VAWA.
- Oversee and manage the Office of Equity and Inclusion; develop, supervise, and manage an internal team of professionals which includes a Case Manager, Training and Prevention Manager, and a Civil Rights Investigator, including but not limited to professional development, performance management, and work allocation, supervision, and prioritization; coordinate the selection and oversee the work of internal and/or external investigators, hearing officers, and advisors as needed.
- Implement and/or provide oversight of the University's programs, services, and initiatives regarding the prevention, response, and resolution of sexual misconduct, harassment, discrimination, and retaliation to include oversight of the complaint resolution processes to ensure the prompt, equitable, and impartial intake, investigation, processing, and resolution of all complaints of sexual misconduct, discrimination, and/or harassment in accordance with the University's sexual misconduct and nondiscrimination policies and procedures; coordinate and review proposed sanctions or remedies to ensure compliance and facilitate implementation.
- Advise and collaborate with administrators, managers, and supervisors on issues related to sexual misconduct, protected class discrimination and harassment, and retaliation to include providing information about nondiscrimination policies, procedures, best practices, and conflict resolution strategies.
- Develop, update, implement, and interpret policies and procedures needed to ensure compliance with all applicable federal, state, and local laws, regulations and policies, including but not limited to Title VI, Title VII, Title IX, Americans with Disabilities Act (ADA), ADEA, Section 504 of the Rehabilitation Act, Clery Act and VAWA.
Requires a Master's degree and five (5) years of professional experience specifically related to equal opportunity, nondiscrimination, and/or civil rights
(e.g., Title VI, Title VII, Title IX, VAWA, Clery, ADA, Section 504, ADEA, Equal Pay Act, etc.) compliance and best practices.

A Bachelor’s degree with at least seven (7) years of professional experience specifically related to equal opportunity, nondiscrimination, and/or civil rights (e.g., Title VI, Title VII, Title IX, VAWA, Clery, ADA, Section 504, ADEA, Equal Pay
Act, etc.) will be considered equivalent.
- Proficient knowledge of and experience serving in a role(s) within the Title IX/discrimination/harassment resolution process as a Title IX Coordinator, EEO/AA coordinator, investigator, decision-maker, or similar role.
- Ability to read and interpret complex legal documents (e.g., case law, federal/state statutes, regulations, and guidance documents, etc.) to evaluate their impact on policy, procedures, and practices.
- Must be able to work efficiently in a time-sensitive environment and exercise independent judgement in the development, implementation, and evaluation of policies, procedures, training, and initiatives related to sexual misconduct, discrimination, harassment, and retaliation prevention, response, and resolution.
- Keen interpersonal skills, cultural awareness, and sensitivity to interact, collaborate, establish rapport, and maintain productive working relationships with students, faculty, administrators, staff from diverse populations and external stakeholders.
- Excellent written and verbal communication skills with a strong attention to detail and the ability to review, evaluate, and provide constructive feedback on the work product of OEI staff.
- Experience in developing and presenting educational and training programs.
- Demonstrated leadership abilities to include the proven ability to engage in strategic thinking, critical analysis, problem solving/conflict resolution, and supervision of teams.
- Demonstrated ability to work with highly sensitive and private topics in a professional, confidential, unbiased, and consistent manner and to have difficult conversations to effectuate individual and institutional culture change.
- Proficiency with Microsoft Office and case management systems (e.g., Advocate, Maxient).
- Juris Doctor from an ABA accredited law school
- Prior experience working in a higher education setting.
- Two (2) years of supervisory experience.
- Experience and/or training in facilitating mediation, informal resolution, and/or restorative practices.
