The University of Maryland Baltimore (UMB) is currently seeking a Business Operations Manager (HR & Payroll) for the School of Dentistry . The School of Dentistry has a centralized HR and Payroll office responsible for a full range of human resource services and payroll processing functions. This position will be charged with managing payroll operations and will also help to manage and support HR-related matters.
The School has nearly active employees, including full-time faculty members.

Primary Duties :
- Manage and resolve UMSOD employee and labor relations matters based on allocated departments, including policy interpretation; conduct internal investigations. Advise faculty and staff and provide recommendations. Manage grievance processes. Report findings and recommendations to the Director of HR and Payroll. Partner with Campus HR Employee and Labor Relations.
- Provide guidance to UMSOD employees regarding family and medical leave, ADA, and parental leave.
- Manage the overall day-to-day operations of the UMSOD payroll including payroll processing, payroll reconciliation, commitment accounting, payroll adjustments, overpayments, leave adjustments, and timesheets. Responsible for processing, tracking, monitoring, and auditing SOD Monthly paper timesheets for fellows. Establish appropriate checks and balances to ensure payroll and timesheet compliance and accuracy. Generates various reconciliation and system reports. Partners with Campus Financial Services Payroll office to ensure proper reconciliation and payroll compliance.
- Serve as an advisor on various human resources and payroll operations.
- May assist leadership with setting strategic HR and payroll goals and objectives.
- Responsible for managing, reviewing, and analyzing human resource transactions such as FML, parental leave, advance sick leave, accident leave, etc.
- Interpret SOD and UMB policies, such as FMLA, advance sick leave, etc., to determine the appropriate course of action related to HR transactions and payroll processing.
- Ensure HR transactions and data are accurate, identify inaccuracies and errors, and take appropriate action to rectify them. Approve various HR transactions in the system.
- Apply and communicate HR policies and practices and problem resolution support and escalate to UMSOD leadership and Campus HR as needed.
- Manage various HR transaction logs, audits, and leave accrual reports.
- Supervision of two Business Operations Specialists. Responsible for hiring and retaining staff, career coaching, professional development, and performance reviews.
- Manage faculty and staff job postings on the UMSOD website.
- Serve as back-up to the Director of Human Resources and Payroll, serve as back-up on faculty and staff recruitments.
- May serve on various UMSOD and campus-wide committees and initiatives.
- Perform other duties as assigned.
Qualifications
Education : Bachelor's degree in business administration, public administration, finance, marketing, accounting, human resources, or other related field.
Experience : Five years of business-related experience required for the position, with at least two years' experience in human resources and payroll, finance, facility operations, or research administration.
Supervisory Experience : Two years of direct management responsibilities that involves personnel recruitment, training, and professional development related to position.

Other : Related experience may be substituted for minimum education.
