Primary Purpose of Organizational Unit | Facilities Planning and Design is comprised of design professionals who are responsible for the planning, design and management of all capital improvement projects. The projects include new buildings, repairs and renovation of existing buildings, major campus infrastructure, interior design, open space improvements and preservation of historic properties. Facilities Planning and Design ensures that the projects adhere to the principles of adapted land use plan and campus development guidelines. |
Position Summary |
This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station. The Geographic Information Systems (GIS) Manager oversees all enterprise-wide GIS operations, including web application development and maintenance, database management, system administration, GIS software selection, and user support. They coordinate GIS activities across Facilities Services, Energy Services, and Partner Departments, ensuring adherence to data standards and maintaining key GIS elements like customer support, training, hardware, and software. The manager leads the implementation, testing, and troubleshooting of GIS systems, providing technical guidance in geodatabase design, quality control, and system improvements. Additionally, they manage GIS-based applications, respond to mapping requests, and collaborate with both internal and external partners to meet customer needs. The ideal candidate is a self-starter with a strong ability to work independently and innovatively within a collaborative environment. |
Minimum Education and Experience Requirements | Master's and 1-2 years' experience; or Bachelor's and 2-4 years' experience; or will accept a combination of related education and experience in substitution. |
Required Qualifications, Competencies, and Experience | Proven experience with Environmental Systems Research Institute's (ESRI) ArcGIS Pro, Enterprise, ArcGIS Online and related applications. Expertise in database administration, relational database design, and implementation, including multi-versioned and branch versioned Structured Query Language (SQL) Enterprise Spatial Databases. Skilled in gathering requirements to design and develop geospatial databases and applications. Experienced in providing system and user support for ArcGIS Enterprise and developing procedures for spatial database management. Proficient with ArcGIS Online, Portal, content sharing (public and secured), and managing users and groups. Strong background in GIS project management. |
Preferred Qualifications, Competencies, and Experience |
Knowledge of Cloud Computing. Knowledge of Information Technology (IT) governance, operations, and project management. Knowledge of ESRI's Utility Network. Geographic Information Systems Professional (GISP) Certification *ESRI Technical Certification |
Special Physical/Mental Requirements | Physical Effort: This hybrid position involves both office and field work. Office duties require the use of computing equipment, while fieldwork include verifying utility system locations, walking on uneven terrain, bending, stooping, carrying surveying equipment, and occasionally entering confined spaces or using ladders. Work Environment and Conditions: The role combines office work with field assignments, utilizing GIS mobile devices and GPS systems. Fieldwork may take place on construction sites or in busy traffic areas. Machines, Tools, Instruments, Equipment, and Materials: Personal computers, mobile devices, GPS surveying systems, and various electronic instruments and equipment. Visual Attention, Mental Focus, and Manipulative Skills: The position requires strong focus for GIS software design and support, with attention to detail and the ability to understand complex computer and database systems. Safety for Others: Attention to health and safety is crucial, particularly during field inspections and documentation. |
