Brief Summary of Work for this Position

The Director, Utilities and Engineering Services coordinates with the Architectural and Construction and the Project Management Departments for the design and execution of formal and informal projects respectively.

Key Responsibilities include the following :

  • Develop long-term strategies for the efficient use, maintenance, and improvement of the university’s facilities and infrastructure.
  • Participate in capital planning and budgeting processes.
  • Oversee the day-to-day operations of engineering services, ensuring compliance with safety and regulatory standards, and coordinating with other facilities departments.
  • Lead engineering design projects, manage construction, renovation, and upgrade projects, and ensure projects are completed on time and within budget.
  • Supervise and mentor a team of engineers, technicians, and other facilities staff. Develop training and career development programs for team members.
  • Ensure that all engineering activities comply with local, state, and federal regulations, including building codes, safety standards, and environmental requirements.
  • Develop and implement energy management and sustainability initiatives.
  • Work with university stakeholders to promote sustainable practices and reduce the institution’s carbon footprint.
  • Collaborate with university administration, faculty, and other stakeholders to understand their facilities needs and ensure they are met in a timely and effective manner.
  • Develop and manage the engineering budget, monitor expenses, and identify cost-saving opportunities.
  • Identify and mitigate risks related to facilities operations and engineering projects.
  • Ensure robust emergency response and disaster recovery plans are in place.
  • This position has been designated as mandatory personnel for the University and may be required to report to work during adverse weather conditions even though the University may be operating on an alternate schedule. Minimum Education and Experience Requirements Bachelor’s degree in engineering or related discipline and five years of related supervisory experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Preferred Education, Knowledge, Skills & Experience
  • 10 years of experience in Facilities Management, Engineering, or a related field, with at least 5 years in a leadership or management role.
  • Knowledge of energy management and environmental standards.
  • Experience in a university setting.
  • Strong leadership and communication skills, excellent problem-solving abilities, and a collaborative approach to working with diverse stakeholders.
  • Proficiency in project management software and engineering tools.
  • Thorough understanding of engineering principles, building codes, safety regulations, and sustainability practices.
  • Experience in design and operational strategies for reducing energy consumption; and experience in developing, implementing, and managing a comprehensive, campus-wide (multi facility) energy management plan.
  • Working knowledge of the principles and practices of construction, including functional design, material, estimating, construction techniques and general trade practices, and governing codes and regulations.
  • Ability to objectively review designs prepared by architects and engineers, including the ability to read and understand plans and specifications.
  • Ability to estimate project related costs.
  • Ability to communicate technical subjects effectively, both orally and in writing, and to establish and maintain effective working relationships.
  • Ability to make presentations to all levels of faculty, staff, students, and outside groups.

Required Certifications or Licensures Valid NC driver’s license. Primary Purpose of Organizational Unit The Office of Facilities provides the full complement of services necessary to maintain the facilities and systems of the university. We are charged to maintain the aesthetically pleasing Georgian appearance of the core campus and manage the support of all university property through our departments of HUB (Historically Underutilized Businesses), Project Management, Architectural & Construction Services, Physical Plant, Energy Management, and Facilities Administration. The UNCW Vice Chancellor for Business Affairs, the Chancellor, and the Board of Trustees, along with the laws and regulations of the University of North Carolina and State of North Carolina, govern the Office of Facilities.

The 255 positions of the Office of Facilities service the students and staff of the University’s teaching, research / administrative space and over 1,621 acres of land and associated infrastructure. The Office of Facilities provides design and construction services, maintenance, custodial, landscape, solid waste removal, utility, and motor pool services 24 hours a day, 365 days a year. The goal is to deliver cost effective services to the University, ensure completed projects and maintenance that conform to State and Federal codes, regulations, and guidelines while minimizing University liabilities and disruptions caused by the maintenance, repair, building, and equipment modifications to the University. The primary purpose of the Architectural and Construction Services (ACS) department unit is to support education, research, extension, and other activities of the University through timely and economical completion of design, construction, renovation and / or repair, and other improvements to the university’s facilities. Accordingly, ACS administers design and construction for formal capital improvement projects on behalf of the University, Endowment, and other university associated entities. Formal projects are defined by general statutes as being valued in excess of $500,000 and are subject to oversight by the System Office and / or the Office of State Construction and governed by the State Building Commission via legislative authority.
