General Description / Primary Purpose : The Associate Director Finance (ART UNF / MOCA), under the direction of the Director or above, plays an integral role in the development, implementation, interpretation and improvement of departmental or sub-divisional processes and policies related to finance and business operations. Additionally, this position is responsible for the developing and maintaining finance and business operations policies, procedures, and programs. This position reports directly to the Deputy Director (ART UNF / MOCA) and works collaboratively with all divisional and departmental staff.

Job Function :

Responsible for the effective administration of all finance and business-related functions at a sub-divisional level for ART UNF / MOCA Jacksonville including but not limited to :

  • Act as the primary fiscal and business liaison with stakeholders with whom the organization does business.
  • Working collaboratively with the ART UNF / MOCA leadership team, the Associate Director assists with coordinating and monitoring the finance health and viability of MOCA programs and initiatives.
  • Associate Director will assist leadership team in developing a fiscal plan, ensuring timely implementation, monitoring implementation (including expenditure of local, state and federal funding and corresponding matching dollars proportionally), proposing adjustments as needed, ensuring timely record keeping, identifying process improvements, and meeting regularly with the Deputy Director to review current status and future projections.
  • Performing financial analysis, prepares monthly projections, help develop strategies and recommendations, maintains knowledge of the University's Accounting System, the University's financial policies and procedures, complex federal and state rules, and regulations.
  • Associate Director will be responsible for developing and monitoring the multiple budgets within the sub-division to support the organization, including Auxiliary funds, E&G funds, Grant, and Foundation funds.
  • Managing and maintaining positive relationships with business clients and vendors as it relates to invoicing, receivables.
  • Facilitating the tracking and staff management of all respective sub org revenue and expense and recommends operational corrections, as necessary.
  • Associate Director is works closely with the Deputy Director to oversee the organizations human resource administration, including timely updates of personnel actions, labor distributions with each new grant year; payroll; purchasing; and accounts payable and receivable and position management of staff, including tracking new applicants, special pay increases and reclassifications.

The primary workplace for this position is located at The Museum of Contemporary Art (MOCA) in downtown Jacksonville (UNF Bldg. 99). However, frequent travel to UNF's main campus will be required as part of the position.

Marginal Functions :

  • Serve on committees and task forces which pertain to ART UNF / MOCA, the University and / or the Division of Academic and Student Affairs mission. Preparing and providing any financial reports to the organization's advisory boards or committees.
  • During a declared emergency, this position may be required to perform specific job-related duties at a designated off-site location or place of residence.
  • Other duties as assigned.
  • Departmental Requirements :

    CPA qualification(s) preferred. Advanced experience in fund accounting principles and practice, preparing financial statements and customized reports. Strong familiarity and proficiency with computerized accounting systems, office machines used for fiscal management. Must be proficient in MS Office, particularly Outlook, Word, Excel, and PowerPoint. Knowledge of local, state and federal tax regulations and Florida Statutes regarding educational institutions and arts organizations preferred. Must be thoroughly familiar with and will follow UNF and State of Florida cash control and purchasing procedures. Strong mathematical skills necessary to balance, reconcile, and conduct required functions involving calculation of numbers. Ability to work under pressure, exercise discretion and confidentiality and employ good problem-solving techniques to deal effectively meet deadlines.

    Supervision Exercised : Administrative Specialist MOCA (P-00003178; 1 FTE); Accounting Associate (P-00002226; .5 FTE)

    Supervision Received : Associate Director will be supervised by the Deputy Director (MOCA), who provides oversight and performance evaluation. Contact between the Associate Director and Deputy Director (MOCA) is frequent relating to budgetary oversight, fiscal management, fiscal reporting, and program implementation. Must be able to work with regular supervision and independently complete assigned duties and tasks in an efficient and timely manner.

    Level of Public Contact : Regular contact with MOCA Director and staff, with ASA Division, and AVP / University Controller, Vice President of Administration and Finance, UDAE (University Development) and staff; Frequent external contact with MOCA business firms, MOCA Granting agencies, MOCA investment managers, banking and brokerage firms, and members of the University community as well as any governing agencies.

    Monetary Responsibility : The Associate Director is responsible for planning implementing and monitoring the financial and operational aspects of ART UNF / MOCA programs that meet budgetary goals of $1.0 - $3 million in revenue. Responsible for prudent expenditure of federal, state, local and private funds.

    Policymaking and / or Interpretation : Responsible for interpreting and administering State of Florida, Florida Board of Governors, UNF Board of Trustees rules and regulations, MOCA Board, federal rules and regulations, and for ensuring compliance. Formulates and recommends accounting and fiscal policies and procedures for the accounting operations to the Directors. Reviews, approves, or modifies policy recommendations developed by individuals who report to this position.

    Program Direction and Development : Provides general direction and coordination for the ART UNF / MOCA Finance and Business Operations : monitors accounting entries, transfers, cash management, accounts payable, etc. Monitors contractual compliance requirements of contracts managed by ART UNF / MOCA ensuring contract contents meet state, federal, local and / or other appropriate regulations and requirements. Assists the Deputy Director of MOCA in preparation of the annual ART UNF / MOCA budgets and administration of the same. Participates fully in recruiting and hiring ongoing evaluation of personnel. Develops and conducts accounting systems and accounting procedures training programs for staff. Responsible for preparation and distribution of tax returns with the Internal Revenue Service in accordance with Federal tax laws and all reports required by state tax regulations.

    Required Qualifications :

    This position requires either (a) Master's degree from an acceptable accredited institution in a directly related area of specialization and four years of experience directly related to the job functions; (b) Bachelor's degree from an acceptable accredited institution in a directly related area of specialization and six years of experience directly related to the job functions; or (c ) 10 years of direct experience.
