The Division of Information Technology is seeking a time-limited (up to a three-year assignment) IT HR Operations Specialist to play a critical role in recruiting, onboarding, and supporting top IT talent. This position will drive the expansion of IT capabilities by streamlining recruitment and HR operations, ensuring a smooth and effective hiring process, and fostering an outstanding employee experience.

This position follows a 30-hour work week under normal office conditions, typically adhering to an on-campus, Monday–Thursday, 8:30 AM – 5:00 PM schedule. The role requires strict adherence to university policies and procedures, with a high level of confidentiality regarding all personnel data.

Job Related Minimum Required Education And Experience

Typically holds a high school diploma or GED. Requires 2 or more years of job related experience.

  • Awareness and knowledge of state and university human resource processes, laws, rules, and regulations.
  • Knowledge of various types of computer software such as Microsoft Word, Excel, and Teams.
  • Knowledge of or ability to learn internal audit procedures and practices related to position responsibilities.
  • Strong organizational skills to effectively manage competing priorities and needs.
  • Strong analytical and problem-solving skills to identify issues and/or discrepancies and resolve them efficiently.
  • Ability to analyze rapidly changing data to make effective and efficient decisions.
  • Ability to exercise judgement and discretion.
  • Strong written and verbal skills to communicate with team members, divisional leadership, campus stakeholders, and the public effectively and courteously. Able to present technical and non-technical data in a clear and concise manner.

Job Duty 1– Position Recruitment

Oversee the drafting of position descriptions in collaboration with senior leadership, project manager(s), and Central HR, ensuring alignment with organizational needs and compliance with HR standards. Assist in the initial review of applicants using an established evaluation matrix and coordinates all aspects of interviews, including scheduling and facilitating virtual and in-person interviews for individuals and groups. Ensure all hiring actions are completed accurately and within established timelines.

Job Duty 2 – HR Process Data Entry

Working with divisional and departmental leadership, completes data entry actions within human resource systems of record to assist with divisional staff position management, recruitment, and vacancy reporting. Follows internal and USC procedures while ensuring all personnel related actions are accurately moved through workflow processes. Ensures compliance with the divisional I9 process. Reviews data entry requests and output for errors to ensure correct personnel actions are routed for approval in a timely and accurate manner.

Job Duty 3 – Divisional Onboarding Experience

This position is responsible for managing and executing all tasks related to onboarding new employees, ensuring a smooth and efficient transition into the organization. Key responsibilities include coordinating pre-employment activities such as verifying documentation, ensuring system access, and preparing new hire paperwork. The role involves organizing and facilitating meet-and-greet sessions to familiarize new employees with company policies, procedures, and resources. Additionally, the position ensures access to essential tools, including IT systems, building credentials, and workstations, while serving as the primary point of contact for new hires during their initial integration period. Success in this role requires exceptional organizational skills, attention to detail, and a commitment to delivering a positive onboarding experience that fosters employee engagement and retention.
