Serves as project manager directly responsible for overseeing the design and execution of major capital construction and renovation projects, including overall monitoring of contract administration. Responsible to lead and mentor less experienced project managers through the planning, design, bidding, construction, and close out phases of project execution.
Job Related Minimum Required Education And Experience
Requires a bachelor’s degree and 3 or more years of experience, which may be substituted by an equivalent combination of certification, training, education, and/or experience.
Preferred Qualifications

Master’s degree in engineering, architecture, construction management or related field from an accredited college or university, and 6 years demonstrated project management experience with the design, construction and management of major construction building projects; or bachelor’s degree in engineering, architecture, construction management or related field from an accredited college or university, and 8 years demonstrated project management experience with the design, construction and management of major construction building projects. Demonstrated experience successfully leading, mentoring and developing less experienced team members with varying backgrounds, skill sets and competencies. Professional licensure as an engineer or architect or the ability to obtain professional certification as a construction manager or professional project manager in the State of South Carolina.
Knowledge/Skills/Abilities
Knowledge of principles and practices of modern architecture, design engineering and facility construction/maintenance. Knowledge of codes, laws, rules and regulations governing the construction and/or modification of facilities. Knowledge of principles and practices of effective project management. The ability to interpret and apply rules and regulations; manage work and provide guidance to colleagues; make presentations and prepare reports; manage and prioritize a large and complex work load with short time frames; make decisions with limited information and a strong experience base; resolve problems and communicate outcomes; interpret plans; interact with various levels of personnel; communicate effectively both orally and in writing; use technology; solve problems; utilize conscious decision making; and build teams and involve stakeholders. Knowledge of contractual responsibilities, processes and procedures governed by the AIA architectural agreements (Series A, B and C). Ability to oversee the work of subordinate architects, engineers or construction managers. Ability to establish positive working relationships with customers/clients, superiors, subordinates, associates, design and construction consultants, and with State, Local and/or Federal professional personnel and other public and/or private sector organizations and individuals. Ability to communicate effectively. Ability to problem solve and utilize effective conscious decision making. Ability to build teams and involve stakeholders. Demonstrated competence performing technical review of plans and specifications.

Job Duty
- Executes development and coordination of major or significant capital outlay projects through the planning, design, bidding, construction, and close out phases, including but not limited to meeting with campus clients including faculty, deans, high-level administration staff, and Facilities leadership, external architects and engineers;
- Determining project scope and duration;
- Coordinating A/E procurement, cost estimates, and feasibility studies;
- Implementing established budget and schedule to meet program needs and limitations;
- Negotiating to gain consensus and final approval;
- Providing summary reports and direction to all parties involved.
- Monitors and controls contractual commitments to assure performance of work including but not limited to compliance with drawings and specifications, performance of contract administration and close-outs, and University acceptance of completed work by reviewing contract documents and budgets, coordinating with the Office of the State Engineer and other state and local authorities as required, conducting site visits, inspecting work performed, ensuring customer “deliverables,” verifying punch list, providing direction, and maintaining contact through warranty period.
- Serves as a team leader for project managers by providing guidance and training on Facilities Planning, Design and Construction administrative processes and procedures to team members;
- Researching and providing advice on planning, design, and construction best practices to team members; providing guidance, training, and advice on State design and construction procurement processes, standards, and best practices to team members;
- Assisting with the development and dissemination of standard operating procedures as time permits; coordinating audit and records procedures with designated staff members and informing team members of same;
- Representing the department on various project management related administrative team meetings as time permits;
- Leading team project update meetings with the Assistant Director of Facilities Planning, Design and Construction.
- Executes project specific activities including assisting with the bid process, procuring services, submitting change orders and approving expenditures, updating project schedules and budgets, guiding the value engineering process, and providing project status reports.
- Maintains knowledge of and implements University and industry requirements, procedures, and standards including but not limited to state procurement law, Office of State Engineer, DHEC, City of Columbia, State Fire Marshall, Erosion & Sediment Control, Flood Plain and Zoning, LEED certification, historic preservation, any other applicable codes, and the University’s master plan by reading, researching, reviewing, attending conferences, training, and meeting with internal and external personnel.
- Provides assistance to the Assistant Director and Director of Planning, Design and Construction, and the University Architect as required to develop and improve office policies, procedures and design standards;
- Provides training to staff and regional campus facilities staff;
- Provides guidance and input on the resolution of contractual issues;
- Identifies and implements innovative procurement and contract management strategies to achieve project success.
