Brief Description of Duties

The Carl D. Perkins Career and Technical Education Act is a principal source of federal funding to states and discretionary grantees for improving secondary and post secondary career and technical education programs across the nation. The Strengthening Career and Technical Education for the 21st Century Act - the Perkins V, was signed into law on July 31, 2018. This bipartisan measure reauthorizes the Carl D. Perkins Career and Technical Education Act of 2006, providing roughly $1.3 billion in annual federal funding administered by the U.S. Department of Education to support career and technical education (CTE) for our nation's youth and adults.

Perkins V presents an opportunity to expand high-quality CTE, career advisement, and work- based learning programs so that every student in Washington, DC, can explore, choose, and follow vertically integrated career pathways-which include early college and career experiences-that seamlessly lead to post secondary programs and high-quality employment with sustainable wages. Reporting to the Dean of the Community College, the Director of Career and Technical Education will work closely with staff and faculty to plan, organize and direct the day-to-day operations of the CTE program in designing and enhancing CTE degree programs that will equip students with the knowledge, skills, and abilities needed in high-skill, high-wage, and in-demand industries within the DMV. The successful candidate will serve as the liaison to the CTE Office of the State Superintendent of Education (OSSE), K-12 school systems, workforce agencies, and other groups. This individual will support each constituency to ensure maximum efficiency and effectiveness of CTE Initiatives. The Director of CTE will direct all efforts to bridge the gap between UDC, the schools, and industry.

Essential Duties and Responsibilities

  • Serve as the primary contact between UDC-CC and OSSE Office of CTE.
  • Oversees the strategic planning and day-to-day management of the Perkins grant to meet project performance measures and deliverable outcomes in accordance with federal regulations, program requirements, and the OSSE CTE State Plan - https : / / osse.dc.gov / publication / cte-state-plan
  • Collaborate with administrators, staff, division directors, and faculty to provide support in the management of the full range of CTE Associate degree programs, including Nursing,services to internal and external partners, including developing advertisements, promotional materials, and publications to generate student interest.
  • Monitor all goals and program activities to ensure that they align with the State Plan and that they run efficiently and effectively toward achieving the targeted performance standards.
  • Responsible for managing all CTE funds to ensure that grant requirements are met. All funds must be managed through the OSSE EGMS and UDC Banner Ellucian systems.
  • Works with the Office of Grants Development and Compliance and grants accountant to ensure financial compliance, budget monitoring, and proper distribution for all Perkins V records and products.
  • Evaluate and manage budget transactions for compliance with the terms and conditions of the grant and, in consultation with the Dean, seek approval for the necessary modification to the work plan and grant objectives from federal and state agencies.
  • Prepares and submits in EGMS the application for funding each fiscal year, focusing on activities and initiatives developed in collaboration with the students, faculty, and college administrators.
  • Supervise and evaluate the CTE program specialist and other staff hired in the department.
  • Assist in the development, implementation, and coordination of experiential, work-based learning opportunities.
  • Respiratory Therapy, Mortuary Science, Computer Information Technology and Sciences, Engineering Sciences, Early Childhood Education, Law Enforcement, Accounting Technology, Business Administration, Hospitality Management and Tourism, Fashion
  • Merchandising, Graphic Design, Legal Assistant, Corrections Administration, Architecture, and Aviation Maintenance Technology.
  • Work closely with internal and external stakeholders to increase participation, retention, and completion of students in CTE programs with a focus on students who are in the special populations' category. With an emphasis on those CTE careers that are non-traditional for their gender.
  • Provide input in the development and analysis of a comprehensive needs assessment to align CTE programs to state-identified high-wage, high-skill, and in-demand career fields.
  • Develops and enhances CTE programs and curricula in collaboration with internal and external constituencies and advisory boards.
  • Design and manage recruitment, marketing, and outreach efforts to promote CTE program
  • Coordinate programmatic data collection and reports concerning special populations and student programs and monitor and prepare reports for the CTE program as required by OSSE.
  • Performs other related duties as assigned.

Minimum Job Requirements

  • Master's degree from an accredited college or university in Education, Psychology, Sociology, Student Affairs, or Higher Education or related discipline.
  • At least three years of related experience in CTE programming and management in a secondary or post secondary institution.

    Visa Sponsorship : At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

    Residency Preference : A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
