Job Summary

Manages post-award activities of grants and contracts within one or more academic and research units (i.e., school, department, division, institute, or center) and provides data analytics of grant activities in accordance with federal, state, and pertinent UWF policies. These activities include review, reconciliation, projection, and revision of award finances, preparations of performance and financial reports in collaboration with principal investigators, and completion of award closeouts.

The manager position requires excellent oral and written communication skills and an understanding of customer service, work quality, continuous improvement, and professionalism. The ideal candidate is expected to effectively facilitate the management of sponsored programs in collaboration with diverse constituencies, including students, faculty members, university administrators, and staff members of the UWF community. Assurance of compliance with federal, state, and university standards, as well as the ability to use electronic tools and computer software in managing the progress of grant execution and controlling grant finance, are essential.

Specific Responsibilities Include

  • Communicates award information to principal investigators (PIs), co-PIs, and relevant staff members.
  • Perform regular budget reviews and budget revisions, including coordination with program personnel and relevant individuals to make adjustments to adjust payroll for all budgeted positions and management of cost-sharing structures.
  • Manages reporting activities and compliance timelines through the lifecycle of the grant or contract.
  • Completes required financial reports and coordinate with the PIs on the associated performance reports for submission to the sponsor.
  • Ensures compliance with agency and University regulations regarding sponsored programs expenditures, reporting and requests.
  • Coordinates and submits requests for no-cost extension, fund carryover and rebudgeting, changes in scope of work and other changes of the awarded projects.
  • Invoices the sponsors and facilitates the approval of invoices to pay subcontractors.
  • Reviews and reports time & effort contributions of project personnel and manages effort certification process for assigned units.
  • Assists in transferring awards to and from UWF.
  • Closes out all funded projects consistent with university processes and timelines.
  • Performs grant-related responsibilities as required and/or assigned by RAE leadership.

Department Research Administration & Engagement

FLSA: Exempt

Minimum Qualifications: Masters degree in an appropriate area of specialization and four years of appropriate experience: or a bachelors degree in an appropriate area of specialization and six years of appropriate experience.

Position Qualifications: Knowledge of accounting principles and understanding of the policies and procedures in publicly funded higher education institutions. Knowledge of federal and state rules, laws, and regulations governing sponsored research administration (including but not limited to 2 CFR Part 200). Ability to apply statistical principles for data analytics. Well-versed with modern computational and software tools including but not limited to Microsoft Office Suite, Google Suite, PDF document management and SCT Banner, networking, and workflow packages.

Preferred Qualifications Master's Degree and 3 years of accounting experience. 1 Year experience with Accounting Software program. Certified Research Administrator (CRA)

Essential Functions / Job Duties

  • 50% - MANAGES FINANCIAL ADMINISTRATION OF GRANTS AND CONTRACTS: Controls budgets, receipts, and expenditures of grants & contracts to ensure progress and compliance. Invoices funding agencies and sponsors timely and completes expenditure reports. Monitors sub-award contracts and expenditures to comply with federal, state, and University regulations. Coordinates collection & reconciliation of account receivables. Assists PIs and administrative staff members in grant management and monitoring. Provide guidance in providing institutional cost share for projects requiring institutional matching. Assists external agencies on business items related to funded projects as requested. Reviews expenditures and monitors the output and outcomes of seed grants. Initiates fixed rate indirect cost adjustments. Reviews CFDA numbers for accuracy. Formulates, interprets, and applies audit procedures based on the Uniform Guidance and pertinent University policies and procedures. Participates and prepares documents for audit requests. Manage grant resources and operations in collaboration with academic units, human resources, purchasing, IT, and administrative services. Coordinates financial and budget activities with Sponsored Research funds. Perform financial closeout of grants and contracts. - (Essential)
  • 25% - BANNER ADMINISTRATION: Establishes plans for institutional cost share and monitors the funds to ensure financial compliance. Provide training, database maintenance, and system access to process journal entries, and online budget transfers (BT). Coordinates the development of new Banner system implementations in BT Workflow as they pertain to RAE. - (Essential)
  • 15% - ADMINISTRATIVE TEAMWORK COORDINATION: Collaborates with pre-award teams to streamline the preparation of grant budgets and the management of project funds. Provides input into budget planning process and responsible for controlling and recommending expenditures on grants and contracts. Coordinates with the Budget Office to train college and departmental business managers regarding budget transfers (BT). Designs and develops on-line accounting reports and modules to improve effectiveness and enhance efficiencies. - (Essential)
  • 10% - DATA ANALYTICS FOR REPORTS AND SPONSORED PROGRAMS STUDIES: Reviews financial expenditure reports, activity/effort reports, and other performance data to measure productivity, goal achievement, to ensure continuous improvement. - (Essential)
