POSITION TITLE: Program Manager – Community Services
SUPERVISOR: Director of Community Services and the Assistant Director of Community Services

GENERAL DESCRIPTION:
The Program Manager is a professional team member of the management staff of Unlimited Opportunities,
Inc. with direct responsibility for the successful operation of a designated program and the variety of services provided by the program. This position requires the use of leadership skills, good judgment, oral and written communication skills, initiative, self-motivation, flexibility and decision-making abilities within established management rules and procedures. Perform Degreed Professional Management job duties. Maintains established agency policies and decision-making abilities within the program to ensure compliance accreditation and certification standards. Individual should demonstrate leadership qualities to staff through effective delegation, conscientious personnel and financial management.
ESSENTIAL DUTIES INCLUDE BUT ARE NOT LIMITED TO:
Assist the Director and Assistant Director of Community Services in promoting the goals and objectives of the agency within the community and among other professionals.
Participate in Individual Planning meetings to develop and implement the Individual Plans and the objective goals. Ensure the Individual Plans are implemented by reviewing documentation; both daily and goal documentation, collecting information, clarifying expectations, establishing implementation responsibilities and guidelines through direct intervention and supervision of staff.
Coordinate with clients, parents/guardians and other interested persons regarding IP, medical, financial and behavioral concerns.
Supervise and train staff of the program. Promote a team approach to provision of services. Maintain minimum staffing ratios for the program. Ensure the completion of assigned monthly trainings. Conduct monthly staff meetings as necessary.
Ensure both accuracy and quality documentation on day-to-day routines and objective goals. Complete client data and objective goal assessments through monthly reviews and IP meetings with the Cooper County Board of Sheltered Services Service Coordinators.
Responsible for developing and coordinating a variety of community activities, including volunteer projects and if applicable; work training activities for the individuals participating in the program.
Personnel management and performance reviews with measureable goals for all program staff.
Participate on a Case Records Review Committee, Health and Safety Committee, as assigned, to ensure compliance with program policies accreditation standards.
Respect clients’ rights and respond to their needs. Empower individuals served to achieve their goals with dignity and respect.
Coordinate financial transactions and provide accurate documentation for program and client resources monthly. Ensure that program expenditures remain within budget limits.
Responsible for accurate documentation of monthly billing, program reports, calendars of activities, and other monthly paperwork.

Serve as custodian of the case records for the individuals we serve and follow established procedures to ensure security and confidentiality where applicable.
Ensure appropriate sanitation, maintenance, care and use of agency and client property and vehicles.
Prepare reports and perform additional duties assigned by the Director and Assistant Director of Community
Services.
Participate in all required training and in-service programs including CPR, First Aid, Level I Medication
Administration, NCI, Abuse and Neglect, Positive Behavior Supports, Person-Centered trainings and others made available.
Communicate information necessary for administration of the program to the Director/Assistant Director of
Community Services.
Promotes safety practices and procedures in all aspects of job duties, including, but not limited to: supervision of clients, program areas, medication management, transportation, community integration, lifting, and equipment.
Responsible for assisting in the development and implementation of the Performance Measurements for the
Community Services Programs as well as all other issues pertaining to CARF accreditation.
Abide by all CARF, Medicaid, Department of Mental Health, Health and Senior Services, HUD and Central
Missouri Regional Office, Unlimited Opportunities, Inc. Policies and Procedures as a condition of employment.
QUALIFICATIONS:
- Must be at least eighteen years of age.
- Be able to lift/physically transfer clients as required by the needs of individual clients.
- Possess or be able to obtain a Missouri Class E License.
- One-year experience in community based services to persons with developmental disabilities.
- Knowledge of accreditation standards.
- Ability to effectively train and supervise staff.
DESIRED QUALIFICATIONS:
- One-year administrative or supervisory experience in community based services.
