Department: Service Integration
Hours and Location: (Full-time/Part-time - Non-Exempt/Exempt) 1.0(FTE) 40 hours per week, 8 am-5 pm with some evenings and weekends, remote/onsite/hybrid.

Scope: The Urban League of Portland’s Empowerment Programs Manager will be responsible for implementing and managing a comprehensive Integrated Services Programming model and other programs that support the empowerment and growth of economic stability for African Americans. The incumbent will build partnerships in the local community of agencies that serve communities of color, create and act as the primary point of contact for all aspects of an Empowerment Program. The position requires strong management and supervision skills, interpersonal, organizational, and time-management skills, knowledge of culturally specific services, partnership development experience, and an interest in helping to empower Black communities. The Manager will provide oversight of the provisions and requirements of the OHCS and other funding, provide reflective supervision to direct service team of 8 (not to exceed10), co-manage the overall needs of the Service Integration team, collaborate with all Urban League departments in support of integrated services, acts as representative on the agency’s Leadership Team, and work to secure resources to enhance and expand Integrated programming.
DUTIES AND RESPONSIBILITIES:
partnership
- Identify, develop, maintain, and expand partnerships in the public and private sectors with culturally specific resource providers, business owners, trainers, vendors, and employers supporting a comprehensive, culturally specific program and successful grant applications.
- Attending networking, meetups, community events, and other events supporting the Green Careers Program and overall Integrated Services partnership development.
- Provide oversight for periodic partnership appreciation and/or engagement activities
- Work with Development and Leadership to market Integrated programs to potential employers as part of our integrated service model.
- Liaison with Urban League leadership to determine service alignment and facilitate the process on behalf of Integrated programs.
- Work closely with identified employers to maximize career opportunities, retention, and success for Urban League of Portland program participants.
- Network in the public and private sectors to promote awareness of the Urban League, Empowerment Project, and Integrated programs and enhance and/or expand the programs' reputation and partnership portfolio.
- Contribute to the overall agency efforts by completing other duties as assigned.
Programming
- Research and be knowledgeable in Integrated best practices, the goals and history of OHCS and other local funders, the racial disparities of climate change impact, national and local Black employment trends, regional and national Black community, and other information necessary to implement the UL Empowerment Project and other Integrated programs.
- Lead and monitor all aspects (outline, staffing plan, curriculum, project schedule, budget, collaborative partnerships, employment partners, etc.) of Integrated programs focused on coaching Urban League participants into living-wage careers and a holistic service model.
- Create, present for internal review, monitor, and/or maintain all program budgets, applicable reporting, applicable program forms, and other documentation.
Supervision
- Conduct recruitment in alignment with the staffing plan, onboard, and ensure the success of program staff.
- Manage day-to-day activities of program staff and ensure compliance with program requirements.
- Prepare and ensure compliance with individual staff work plans.
- Monitor attendance, review, and approve all timesheets and leave requests, and ensure overall coverage of all Integrated Programs.
- Prepare and present staff performance reviews.
- Represent Urban League on internal and external committees, consortiums, program-specific meetings, and leadership teams.
- Facilitate universal direct service staff development staff one-on-one meetings, program-specific meetings, and department meetings.
- Monitor and ensure consistent case management data entry in the agency's CRM tool. Conduct regular programs, file, and case plan audits to guarantee a high level of service.
PHYSICAL REQUIREMENTS:
- Regularly required to operate standard office equipment (computer, photocopy machine, calculator, fax, etc.)
- Ability to work on a computer for up to 8 hours per day.
- Regularly required to sit for long periods, with periodic breaks.
- Regularly required to use hands to operate computer and other office equipment.
- Occasionally, you may be required to climb stairs and carry/lift files and/or two reams of copy paper.
- You may be required to reach above your head.
- Perform additional duties as assigned.
EDUCATION / EXPERIENCE:
- A bachelor’s degree or 3 years of paid work experience in a relevant field is required.
- Demonstrated commitment to serving African American communities in Oregon & SW Washington, required
- Experience supervising or managing high-performing teams, required
- Must have access to a vehicle for periodic use, in-state insurance with your name on the policy, and a valid Oregon state license, active for at least one year with an acceptable driving record, required
- Professional, personal, or volunteer experience with Black communities preferred.
KNOWLEDGE / SKILL / ABILITIES:
- Commitment to and knowledge of social justice issues and the dynamics of social change, the history, and mission of the Urban League of Portland, and expertise in the present scope of Urban League service and advocacy programs.
- Knowledge and understanding of structural racism and Anti-Blackness related to employment and small businesses.
- Strong leadership and organizational skills.
- Balancing competing job requirements while maintaining a high level of professionalism
- Ability to understand the business processes and culture of non-profit, private, public, and for-profit partners and clients.
- Knowledge of green business, various industries, and employment trends.
- Grant writing knowledge. preferred
- Experience or deep knowledge and understanding of culturally specific services in the Black/African American community.
- Effective verbal and written communication skills and excellent attention to detail and follow-through
- Flexible approach to connecting and building rapport with participants, staff, leadership, and community.
- High energy and motivation to help Urban League colleagues, program staff, and participants succeed.
- Ability to work effectively as part of a team and independently.
- Excellent communication skills and ability to market Green Careers and other Integrated programs to potential participants and new and existing employer partners.
- Ability to establish rapport and relate sensitively to a multiracial and multicultural group with a wide variety of demographics while maintaining the confidentiality of sensitive information.
- Working knowledge of Microsoft Office Suite.
- Ability to effectively manage time, resources, and competing deadlines to meet program needs and requirements; and ability to read, analyze and interpret information.
- Availability to work a flexible schedule, including evenings and weekends as required
- Ability to present a positive and professional image to clients, staff, and community through appropriate dress.
- Ability to furnish proof of vaccination for COVID-19.
- Possess a valid driver's license and verification of current auto insurance and have full
- Use of personal automobile during work hours.
- Ability to use essential office equipment, telephone, copy machine, fax machine, and
- computer.
- Ability to sit, stand, walk, drive, talk on the phone, and/or use the computer for long
- periods.
- Ability to travel from various locations and worksites during the workday.
- Ability to occasionally lift 20 pounds and transport around worksites.
