Job Summary
The Manager of our Advocacy and Empowerment program is a “hands on” position. This role will oversee the supervision of six DVRC Advocates, coordinate schedules, training, and assist to supporting survivor when needed. The Manager will participate in maintaining community partner relationships staying current on the ever-changing judicial landscape. DVRC offers a wide range of services to the public including assistance in obtaining restraining orders, courtroom accompaniment, safety planning, outreach, resource referrals and short-term case management. This position will need to have current knowledge of all services provided and travel to local ODHS offices to support the DVRC Advocates who are working from in a co-located capacity from there.

Responsibilities

  • Ability to work with and assist clients regardless of sex, gender, sexual orientation, race, ethnicity, socioeconomic status, age and/or disability.
  • Supervise six Advocates, 3 at the DVRC offices and 3 being co-located at ODHS offices in Tigard, Beaverton and Hillsboro.
  • Coordinate Advocates location work schedules to ensure required coverage.
  • Review and edit Advocates timecard for accuracy.
  • Maintain an active knowledge of the protective orders requirements and processes.
  • Conduct annual performance evaluations for Advocacy program staff.
  • When needed, be willing to step in to support Advocates by providing services to DV survivors.
  • Ensure that all client data is entered into Osnium, client database, on a regular basis.
  • Knowledge and ability to assist with Address Confidentiality Program, crime victims’ compensation programs.
  • Prepare and facilitate Advocacy staff meetings and one-to-one support sessions.
  • Keep all forms up to date so they always meet filing or referral requirements.
  • Maintain and adhere to DVRC program policies and procedures.
  • Collaborate with Senior Leadership for program planning and implementation of community focused needs.
  • Foster positive relationships with DVRC staff and outside partnering agencies.
  • Attend and participate in relevant community meetings and committees.
  • Work with Services Coordinator to provide relevant training for staff and volunteers working in the Community Advocacy Program.
  • Work with Oregon Department of Human Services (DHS) staff to implement contract requirements.
  • Follow all VAWA and HIPPA compliant policies related to sharing client information with law enforcement, DHS, courts or other agencies with whom the client is actively involved.
  • Ensure accurate and timely reporting and data collection for all Community Advocacy related reports.
  • Coordinate and participate in regular advocacy team meetings.
  • Represent DVRC at public events, meetings, services, clubs, etc. as requested.
  • Other duties as assigned.

Qualifications

  • Supportive of the Domestic Violence Resource Center’s mission.
  • Must pass a criminal background check.
  • Complete the 40-hour Victims’ Advocacy Training, as required by the State of Oregon, within 30 days of employment, or as soon as reasonable.
  • At least two years of experience in the field of domestic violence services and at least two years of effective supervisory experience. Management experience required.
  • Experience in restraining order documents, filing requirements, and court proceedings.
  • Bachelor’s Degree (preferred); 3-5 years of extensive experience in lieu of degree will be considered.
  • Knowledge of the ACP (Address Confidentiality Program) and Crime Victims Compensation Program.
  • Demonstrated ability to supervise and retain a diverse team of staff and volunteers.
  • Excellent organizational and time management skills.
  • Demonstrate knowledge and understanding of dynamics in Intimate Partner Violence.
  • Ability to provide strong leadership in crisis situations.
  • Bilingual/Bi-literate in English and Spanish preferred.
  • Knowledge of local domestic violence, sexual assault, dating violence, stalking and social service organizations in Washington County.
  • Ability to communicate effectively with clients and colleagues.
  • Experience working with hostile clients.
  • The ability to use technology necessary for day-to-day functions in a business environment including databases, Microsoft Office Suite including Word, Excel, Outlook, etc., and Internet technology as work may be required to be completed remotely as needed.
  • Driving on behalf of agency business is required.

Working Conditions:

  • Typical office work environment with natural and artificial lighting. May be exposed to cleaning solvents, bloodborne pathogens, and service animals. May require driving on an occasional basis. Frequent repetitive motion with keyboard and use of computer mouse.
