Duties

Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers, and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.

This position is located in the Communications and Marketing Department, Customer Experience Center (CEC), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The Customer Experience Center communicates, markets, brands, and delivers customer service to the House community. Communications and Marketing works directly with key customer-facing business units and stakeholders to provide communications support for all CAO services provided to House offices, including the development and execution of communications plans and marketing materials. This position serves as the Graphic Designer.

Whether it's creating digital signage about the latest campus food pop-up or spearheading the branding for a new CAO event series and more, the graphic designer will have the opportunity to take the lead on a number of creative campaigns. As a member of the CAO Communications & Marketing team, the graphic designer will work closely with their fellow graphic designers and with the team's editorial staff to initiate and lead client meetings, recommend new creative ideas, and develop new ways to maximize the impact of the team's campaigns.

Grade level at time of appointment is determined by experience and designated level of responsibility. The position does not have day-to-day supervisory/managerial responsibilities.

Primary Duties/Responsibilities:

  • Takes the lead role on design projects, producing compelling print and digital products in collaboration with the Communications team and CAO business units.
  • Designs content for digital monitors located around the House campus; produces print signage and promotional posters; generates graphics for web, social media, and email newsletters; and builds layouts for brochures, user guides, forms, flyers, infographics, and reports.
  • Initiates and leads client meetings to interpret project requests and define customer goals; recommends enhancements to customer requests to create efficiencies and maximize impact.
  • Provides project status updates and feedback to the team and clients through email and the project management platform.
  • Adheres to established CAO brand guidelines and runs quality assurance checks.
  • Prepares files for printing and coordinates with external offices for final production.
  • Maintains design files and folders in accordance with naming conventions and team standards, ensuring organization, and archiving of projects.
  • Develops positive, long-term relationships with customers through proactive outreach, consultations, follow-ups, and timely escalation of requests.
  • Maintains up-to-date knowledge of current graphic design software, techniques, trends, and industry standards.
  • Performs other official duties and special projects as assigned.

Qualifications

Requirements:

  • Bachelor’s degree in Graphic Design, Art, Communications, Advertising, Marketing, or related field; or equivalent combination of education and experience.
  • Minimum 4 years of experience in a graphic design and/or marketing/communications role, preferably on Capitol Hill, within the government, with an advertising agency, or within a marketing communications department.
  • A strong portfolio showcasing print and digital projects.
  • Expert knowledge of Adobe Creative Suite (Illustrator, InDesign, Photoshop, Acrobat, etc.).
  • Knowledge of Microsoft Office software and ClickUp (or similar productivity platform).
  • Demonstrated understanding of design principles, color theory, and typography.
  • Experience with both print and digital design, and production processes.
  • Capable of managing multiple projects simultaneously while paying close attention to aesthetics and details.
  • Self-motivated and able to work independently to meet project deadlines and accomplish goals.
  • Objectively process feedback and effectively evolve designs.
