Duties

The Investigations Division investigates allegations of violations of criminal and civil laws and administrative regulations arising from the conduct of the Intelligence Community and ODNI employees and contractors. The Investigations Division has unique authority to investigate matters related to DNI programs and activities across the IC and plays a pivotal role in conducting administrative investigations into unauthorized disclosures of classified information. Investigations are conducted in accordance with the Council of the Inspectors General on Integrity and Efficiency (CIGIE) standards.

Major Duties and Responsibilities:

Initiate, lead, plan, and conduct inquiries into possible violations of laws, rules and regulations, mismanagement, fraud, gross waste of funds, and abuse of authority within the Office of the Director of National Intelligence (ODNI) and outside the ODNI if the violation relates to the Intelligence Community (IC) at-large and falls within the Director of National Intelligence's (DNI) authorities and responsibilities.

Plan and guide the development and implementation of investigative plans for the most complex investigations and projects by framing the allegation(s), determining elements of proof, and identifying investigative tasks.

Plan, develop, and implement strategies for gathering and analyzing information and/or evidence, to include interviewing key individuals, administering warnings, oaths, or affirmations, collecting and analyzing high volumes of information, maintaining the chain of custody for evidence, and drafting and serving subpoenas.

Plan and implement initiatives to identify and make recommendations to ODNI and IC senior leaders regarding actions they should take to address violations of law, regulations, and other serious problems, abuses, or deficiencies.

Plan, prepare, and present written documents that include reports of investigation and memoranda to management, and also lead, develop, and present oral briefings for senior leaders regarding findings and the status of complex or sensitive investigations.

Monitor and assess the progress of corrective measures taken by senior ODNI and IC leadership, and provide expert advice and innovative solutions to senior officials regarding the implementation of recommendations.

Provide senior ODNI and IC leadership with expert advice and counsel on the development of ODNI policies that are designed to prevent and detect violations of laws, rules and regulations and fraud and abuse.

Guide the development and presentation of briefings that keep the DNI fully informed of fraud and other serious problems, abuses, and deficiencies relating to the administration of ODNI's programs.

Lead, plan, and conduct investigations of complaints and other information indicating possible abuse of civil liberties and privacy in the administration of ODNI's programs and operations, as referred by the Civil Liberties Protection Officer.

Lead joint investigations with the Department of Justice and other Federal agencies regarding alleged violations of criminal law involving ODNI programs, operations or employees, in coordination with federal prosecutors.

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements:

Knowledge of the ODNI, Intelligence Community, and OIG mission and responsibilities.

Demonstrated ability to lead an investigative team, develop investigation plans, conduct highly complex investigation projects, and write reports to substantiate findings.

Demonstrated ability to exercise sound judgment and form objective conclusions/recommendations based on empirical facts, evidence, and other pertinent information.

Demonstrated analytical and critical thinking skills, including the ability to think strategically, identify needs and requirements, and develop recommendations based on qualitative and quantitative data.

Demonstrated ability to examine information, identify problems, uncover root causes, develop findings and leads, and make cogent, actionable recommendations.

Demonstrated interpersonal and negotiation skills, including ability to interview, negotiate, brief senior officials, and work effectively, independently, and in a team or collaborative environment.

Demonstrated oral and written communication skills and superior ability to produce clear and logical reports.

Entrepreneurial approach to developing critical relationships inside the ODNI and Intelligence Community.

Ability to identify and develop expertise in mission focused topic area and assume leadership of that initiative.

Ability to mentor and teach.

Desired Requirements:

Experience in and/or working knowledge of unauthorized disclosure investigations.

Five years of experience serving as an IG Investigator, and/or eight years relevant professional experience.

Additional information

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
