POSITION SUMMARY: 
 
The First Line Manager is responsible for ensuring that quality facility maintenance services are provided to our client at the Savannah River Nuclear Site in a safe and efficient manner and in accordance with contractual obligations.  The First Line Manager is the designated point of contact with the End User for all phases of work. They assign tasks, manage work flow, monitor the quality of work, deal with employee problems, and keep the middle managers and executive managers informed of problems and successes at ground level in the company.

ESSENTIAL JOB FUNCTIONS   
Through the employee’s own efforts and the coordination of others, the employee accomplishes the following essential functions: 
 
1.    Plan and coordinate the work of Building Maintenance employees and subcontractors in such a manner that optimizes safety and quality. 
•    Prepare, implement, and coordinate a planned predictive maintenance activities and corrective maintenance program. 
•    Use the SRS Work Management System to plan and schedule work orders. 
•    Review and properly classify work as Emergency/Urgent, Preventive, or occupant support and plan work according to priority. 
•    Schedules jobs and operations so that maintenance is completed efficiently and in accordance with the schedule. 
•    Ensure that any quality deficiencies identified are corrected in a timely manner, usually within 24 hours. 
•    Implement and measures to prevent quality deficiencies identified.   
•    Ensure the safe disposal of fluorescent tubes, Freon and refrigeration equipment. 
•    Properly manage all non-hazardous and hazardous waste disposal, as per contractual, federal and state guidelines. 
•    Initiate, implement and monitor actions that optimize safety and decrease workers comp claims and other costs associated with preventable injuries. 
•    Has knowledge of contractual scope of work and all plans, including accident plans, quality plans, etc. and ensures work is completed as prescribed. 
•    Identify areas of work that are outside of subcontracted scope and communicate to an administrator.  
•    Oversee, and perform as needed, electrical, HVAC, thermography, and other maintenance work as per the contract and approved work orders. 
 
2.    Supervise, develop, and manage all Building Maintenance employees. 
•    Assist in the selection, hiring, training, direct and indirect supervision and evaluation of employees. 
•    Provide coaching, counseling to employees.  Make recommendations for corrective and disciplinary actions to the US&S Inc., Human Resources Director.   
•    Ensure proper safety training and equipment is provided to employees. 
•    Review and resolve employee grievances. 
•    Reviews and approves payroll data for employees. 
•    Ensure that all work is performed by qualified workers (QEW) as defined by the contract specifications.  i.e.  Electrical, HVAC, Diesel Mechanic, Work Control Planners and Schedulers, Safety Representative. 
•    Ensure that staff are trained according to the SRS Training Requirements contained in the Field Conditions Training Matrix. 
•    Ensure employees have the appropriate Security Clearance for areas worked. 
•    Coordinate training for employees with the End User and ensure that employees and subcontractors attend General Employee Training and Consolidated Annual Training. 
•    Ensure compliance with all policies, procedures, plans, relevant labor and safety laws and regulations. 
•    Respond to employee inquiries regarding policies and procedures. 
 
3.    Manage the budget. 
•    Keep cost records on work performed and materials.   
•    Maintain responsibility for the control of costs in materials and wages. 
•    Notify management of opportunities for new programs/services, introduce appropriate contacts and support proposal and closing process as requested by management.   
•    Evaluate resources and staffing requirements and develop pricing structures, bids and proposals. 
•    Monitors and manages overtime.   
•    Monitor inventory and purchasing and develop strategies, as needed, to decrease costs and maximize efficiency. 
•    Negotiate with outside vendors for supplies, repairs and other measures.  
 
4.    Develops and maintains effective relationships with clients and prospects. 
•    Represents US&S favorably to internal and external stakeholders and prospects, developing a pipeline of future referral sources. 
•    Compile operating plans identifying the tasks, frequencies, staffing, methods, material and equipment needed to comply with the contract, satisfy customer expectations and ensure employee safety.   
•    Identify the client’s senior managers and encourage feedback on performance.   
•    Attend industry functions, such as association events and conferences, and provide feedback and information on market and creative trends.  
•    Resolve any major complaint or problem immediately and ensure systemic corrections addressing the root cause are implemented.   
 
5.    Administrative tasks. 
    •     May need to furnish reports to End User and US&S Management. 
 
6.    Other duties as assigned.

WORK ENVIRONMENT / REQUIREMENTS  
 
GENERAL WORKING HOURS:   
•    The First Line Manager works mostly during normal business hours but on occasion will be required to work evenings and weekends to perform work-site visits and / or other tasks as required by the client.   
 
WORKING FROM HOME:   
•    This job cannot be completed working from home. 
 
TRAVEL:   
•    Infrequent travel required off site. (About 5%)   
 
PHYSICAL REQUIREMENTS: 
1.    The physical activity for the First Line Manager position is occasionally being able to perform the following while training employees as needed and inspecting work sites:   
a.    Climbing.  Ascending or descending ladders, stares, and ramps using feet and legs and/ or hands and arms.   
b.    Balancing.  Maintaining body equilibrium to prevent falling and walking, standing and crouching on narrow and slippery surfaces to clean.   
c.    Stooping.  Bending body downward and forward by bending spine at the waist.  
d.    Kneeling.  Bending legs at knee to come to a rest on knee or knees. 
e.    Crouching.  Bending the body downward and forward by bending leg and spine.   
f.    Reaching.  Extending hand(s) and arm(s) in any direction. 
g.    Standing for sustained periods of time. 
h.    Walking.  Moving about on foot to accomplish tasks, and has an ability to navigate from one location to another.   
i.    Pushing.  Using upper extremities to press against something with steady force in order to thrust forward, downward or outward. 
j.    Pulling.  Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion. 
k.    Lifting.  Must raise objects from a lower to a higher position or move objects horizontally from position to-to-position. 
l.    Manual dexterity that allows the use of hands and fingers to turn on machines.   
m.    Feeling.  Must be able to perceive attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.  Assesses potential safety threats , such as by exposure to chemicals and heat from malfunctioning equipment.   
n.    Talking and hearing.  Able to express and exchange ideas by means of the spoken word.  Ability to receive detailed information through oral communication and to make the discrimination in sound.   
o.    Repetitive motions.  Substantial movements (motions) of the wrist, hands, and and/or fingers.  
 
2.    Physical requirements for the First Line Manager will occasionally be consistent with that of Medium Work, as they may be required to assist, train, and / or role model for employees in the field:  
•     Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.  
 
3.    The visual acuity requirements for the First Line Manager (including color, depth perception and field vision) include the following: 
•     The worker is required to have visual acuity to perform an activity such as: operates machines, such as lathes, drill presses, power saws, and mills where the seeing job is at or within arm's reach; performs mechanical or skilled trades tasks of a nonrepetitive nature, such as carpenter, technicians, service people, plumbers, painters, mechanics, etc. 
 
4.    First Line Manager will be subject to the following conditions in this position: 
•    Required to work inside and outside, while being exposed to various climates for short periods of time (less than one hour). 
•    Subject to hazards which includes a variety of physical conditions, such as proximity to moving mechanical parts, electrical currents, and exposure to chemicals.

Qualifications


REQUIRED EDUCATION & EXPERIENCE: 
 
Minimum Education & Requirements: 
•    Be able to read, write, speak and understand English. 
•    Possess the ability to obtain a DOE security clearance. 
•    Minimum of a two (2) year Associate Degree and / or ten years industrial planning / managing of maintenance personnel in performance of maintenance activities. 
•    Must be able to technically communicate all aspects of on-going work activities.   
 
Driving and Requirements: 
•    Valid SC driver’s license  
•    Reliable transportation 
 
PREFERRED EDUCATION & EXPERIENCE  
•    OSHA training 
•    Experience working on a Department of Energy Contract. 
•    Project Management Certification SRNS/PMI or equivalent is preferred.
