Duties

Duties include but are not limited to:

  • The Executive Assistant to the AMCD plays a significant role in the strategic planning for the new Louisville replacement hospital, as well as strategic planning of other major operational and management programs within the medical center.
  • Exercises program authority and responsibility to develop and implement policies and works in collaboration with the Robley Rex VA Medical Center (RRVAMC) Executives to formulate policies.
  • Makes recommendations on planning efforts that require additional resources, prepares, and contributes to reports, and other presentations on program planning and evaluation.
  • Designs and conducts a wide variety of comprehensive studies to identify and propose solutions to management problems which are of major importance in the planning efforts.
  • Serves in an advisory capacity to several of the Medical Center's top advisory boards and committees.
  • Undertakes and participates in special projects, ongoing analysis, investigations, and initiatives that have high priority for the AMCD.
  • Participates in the formative stages, in overall facility managerial planning to ensure awareness of medical administrative issues and implementations are considered and influence management decisions.
  • Analyzes and evaluates, using quantitative or qualitative methods, the effectiveness of programs or operations in meeting established goals and objectives and the improvement of complex management processes and systems.
  • Conducts studies in many areas of administration such as staffing, resource management and systems development.
  • Develops new procedures, recommending modifications to existing operating procedures or preparing recommendations for legislation to change the way programs are carried out.
  • Serves on various facility committees and/or as Chair of Task Forces created to solve administrative problems, policy questions, or develop procedures for program implementation.
  • Manages on-site meetings with other agencies and program officials.
  • Develops, evaluates, and modifies organizational structure. Analyzes strengths, weaknesses, opportunities, and threats, and establishes action plans to achieve organizational goals.
  • Serves as a grievance consultant for employee grievances and appeals to administrative and disciplinary actions through the formal grievance process. Chairs and participates in administrative Boards of Investigations as directed.
  • Performs other duties as assigned.

Individual Occupational Requirement - This series has the following Individual Occupational Requirement: You may qualify based on your experience/education as described below:

Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR,

Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement
OR,

Special Provision for In-Service Placement:

Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:

  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Minimum Qualification Requirement in addition to Individual Occupational Requirement:

GS-13 grade level: One (1) year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: advising on and/or coordinating healthcare delivery systems, strategic planning, and clinical operations; knowledge of clinical, administrative, and financial programs; interpreting rules, regulations, and administrative laws; developing and implementing policies, preparing correspondence and ensuring all memorandums, policies, etc. contain correct format, grammar, spelling, and punctuation; experience interacting with a variety of executives and high-ranking representatives; scheduling and coordinating meetings and conferences for the Executive Leadership Team and staff; Knowledge of latest technical planning developments in hospital management including current standard methods and techniques sufficient to formulate new criteria and control procedures and other planning guidance; providing qualitative and or quantitative methods for the assessment and improvement or program effectiveness or the improvement or complex management processes and systems.


There is no educational substitution for the GS-13 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.

Pursuant to VHA Directive 1193.01, VHA health care personnel (HCP) are required to be fully vaccinated against COVID-19 subject to such accommodations as required by law (i.e., medical, religious or pregnancy). VHA HCPs do not include remote workers who only infrequently enter VHA locations. If selected, you will be required to be fully vaccinated against COVID-19 and submit documentation of proof of vaccination before your start date.
